Position Overview
The Illinois Department of Agriculture's Division of Cannabis Regulation is growing and seeks qualified candidates to ensure the success of this developing area. Under the Cannabis Regulation and Tax Act and the the Compassionate use of Medical Cannabis Program Act, the Department of Agriculture (IDOA) is charged with regulating craft growers, infusers, transporters, cultivation centers, and the Cannabis Community College Vocational Pilot Program. The Executive II will provide leadership to the Bureau of Licensing and Administration. They will serves as Constituent Services & Inquiries Manager for the Division. They will also confer, recommend, coordinate and assists management personnel and senior staff on various projects. As well as being a full line supervisor. The Administration is committed to creating a fair and equitable adult-use cannabis industry in Illinois. IDOA is helping achieve that goal by providing Illinois residents, specifically those who live in communities that were disproportionately impacted by the failed war on drugs, with multiple entry-points to this new industry." Job Responsibilities
1. Organizes, plans, and coordinates the statewide operation and enforcement of licensing and registration program
2. Manages the Cannabis Regulation Licensing Team.
3. Explains laws, rules, regulations and procedures for complying with or obtaining services provided for the agency to both the public and staff.
4. Coordinates the review and approval process for product registration forms, variances forms, modifications, alterations, permit renewals, changes of ownership, and issuance of original and replacement cultivation ID cards, change of Location requests and applications, transport vehicle registrations, laboratory applications and video and visitor permits.
5. Confers with management in the interpretation of policy and procedures.
6. Attends and participates in staff meetings to keep management informed of all proposed changes.
7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated.
Preferred Qualifications
- Prefers knowledge in projects and programs designed to blind score applications submitted by licensees as well as develop scoring matrices.
- Prefers experience in management of staff and projects and experience in assessing staffing needs and creating rotations necessary to accommodate fluctuations in incoming data or projects to meet deadlines.
- Prefers working knowledge of the functions of state government and of the character of relationships between the executive branch with other branches and between the State and higher and lower levels of government.
- Prefers knowledge in analyzing administrative problems, providing solutions, and adopting an effective course of action by communicating with stakeholders, licensees, and liasing with subcontractors.
- Prefers experience in developing, installing and evaluating new and revised methods, procedures and performance standards in relation to data and database maintenance as well as maintaining data integrity in alignment with statutory and regulatory mandates.
- Prefers extensive knowledge of the principles and practices of public and business administration.
- Prefers experience in exercising judgement and discretion in developing, implementing and interpreting departmental policies and procedures.
- Prefers experience with estimating and budgeting for future needs and cost of personnel, space, equipment, supplies and services.
- Prefers coursework in business, public administration or paralegal services.
Minimum Qualifications
1. Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
2. Requires two (2) years of responsible administrative or management experience in public or business organization.
Specialized Skills:
1. Requires one year of experience performing general paralegal support services including organizing case files, and organizational support for litigation and legal services.
2. Requires two years of management or supervisory experience.
3. Requires a minimum of 6 months of direct experience reviewing and preparing FOIA request documentation.
4. Requires a minimum of 6 months of direct experience in cannabis regulation, cannabis licensing or cannabis inspections.
Conditions of Employment
1. Ability to successfully complete background check.
2. Requires a valid driver’s license and the ability to occasionally travel statewide.
