Position Statement: The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking an accounting professional to lead the Financial Reporting Section in the agency’s Fiscal Division. The individual in this role is responsible for planning and directing the receipt, distribution, reconciliation and reporting for the agency's multiple funds. This individual also prepares, reviews, and certifies the annual GAAP reporting package for IEMA-OHS as well as oversees Federal grant draws and various grant financial reporting. Essential Function 1
Reviews and approves reports and supporting documentation for the quarterly Federal Financial Report (FFR) submissions.
- Audits the various internal accounting spreadsheets consisting of ledgers, sub-ledgers, letters of credit, and the reconciliation of ledgers to federal system records for all grant accounts.
- Reviews supporting documentation for accuracy and completeness. Communicates necessary revisions to staff and ensures changes are made.
Essential Function 2
Plans and directs the receipt, distribution, reconciliation and reporting for multiple IEMA funds:
- Estimates expenditures to confirm resources are at operating levels.
- Develops recommendations to resolve funding issues.
- Compiles information for budget requests including supporting documentation and financial statements of Agency's funds.
- Direct the preparation, verification, and reconciliation of cash drawdowns for various grants and programs.
- Reviews the monthly reconciliations of agency's appropriations, cash, revenue status, and expenditures reports.
- Reviews and approves journal entries created within SAP and collaborates with staff on the conversion to record grant receipts through the PSCD module.
Essential Function 3
Prepares reports and maintains supporting documentation for the annual Generally Accepted Accounting Principles (GAAP) reporting requirements.
- Coordinates with appropriate divisions and program staff to collect necessary information for the preparation of required GAAP documentation.
- Reviews and certifies GAAP packages and resulting GAAP basis financial statements for all funds that have deposits, receipts, or expenditures.
- Serves as the primary point of contact with external accounting firms (when contracted to assist with GAAP package preparation).
Essential Function 4
Serves as Financial Reporting Section Manager who is a full line supervisor.
- Assigns and reviews work.
- Provides guidance and training to assigned staff.
- Counsels staff regarding work performance.
- Reassigns staff to meet day-to-day operating needs.
- Establishes annual goals and objectives.
- Approves time off.
- Adjusts first level grievances.
- Effectively recommends and imposes discipline, up to and including discharge.
- Prepares and signs performance evaluations.
- Determines and recommends staffing needs.
- Reviews activity reports.
Essential Function 5
Establishes and maintains an adequate, updated accounting control system:
- Implements methods and procedures to best comply with requirements set forth by FEMA, US Department of Homeland Security, Illinois Office of the Auditor General, Illinois Office of the Comptroller, Governor's Office of Management and Budget, and other relevant authorities.
- Coordinates with Grant Program, Accounts Receivable, Accounts Payable, Procurement, and Budget staff on recurring accounting processes, complex accounting problems, and implementation of new procedures or requirement changes.

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in accounting, business, or public administration.
- Requires prior experience equivalent to three (3) years of progressively responsible accounting experience in a public or business organization.
Preferred Qualifications
- Bachelor's degree with major in accounting, business, business administration, or public administration.
- Three (3) years of experience using accounting systems (e.g. SAMS, ERP/SAP).
- Two (2) years of management experience with financial reconciliations and GAAP financial reporting
- Two (2) years of experience with federal grant reporting or grant fund draws.
- Two (2) years professional experience supervising staff.
- Certified Public Accountant (CPA) certification.
Employment Conditions
- Requires a criminal history check through the Illinois State Police.
- Requires the ability to use state issued equipment, such as a cell phone or laptop.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
