Position Marketing Statement
The Office of the State Fire Marshal (OSFM) is accepting applications to fill the position of PSA, Opt. 2 - Fiscal Manager. This position manages the accounting operations of the OSFM to include accounts payable, accounts receivable, payroll, and procurement. The agency is seeking an independent, highly organized candidate with strong interpersonal skills to oversee a small staff and ensure smooth continuity of operations of the OSFM Fiscal Division. As the Fiscal Manager in the Fiscal Division and employee of the State of Illinois, the selected candidate will have access to state healthcare, benefits, and a pension plan. Job Responsibilities
- Manages the execution and implementation of statewide policies related to Fiscal accounting compliance processes; including, but not limited to General Accounting, Grants Accounting, Reporting & Audits, and Financial Compliance.
- Plans, evaluates, initiates, organizes, and directs the fiscal activities for the Office of the State Fire Marshal (OSFM).
- Manages, directs, implements, and monitors the accounts payable, accounts receivable, payroll, and staff travel and expenses.
- Manages, directs, and reviews annual reporting to the Comptroller of fee imposition reports, leases, compensated absences, capital assets, grantee activity individual fund GAAP packages, and financial statements.
- Serves as a full-line supervisor.
- Serves as fiscal liaison for internal fiscal personnel, auditors, contractors, and outside agencies providing explanation and interpretation of policy.
- Assists Chief Financial Officer (CFO) with budget development and reporting Illinois State Legislative forms.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Requirements
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in accounting, business administration, finance, or related field.
- Requires three (3) years of administrative experience in accounting, business administration, or finance within state government or private sector.
Preferred Qualifications
- Prefers certification as a Certified Public Accountant.
- Prefers three (3) or more years of experience processing accounts receivable.
- Prefers three (3) or more years of experience processing payroll.
- Prefers three (3) or more years of experience working with State of Illinois vouchering or similar in private sector.
- Prefers three (3) or more years of involvement with procurement.
- Prefers three (3) or more years of experience utilizing Systems, Applications, and Products (SAP).
- Prefers two (2) or more years of management/supervisory experience in accounting, auditing, or financial areas.
- Prefers four (4) or more years of experience in the utilization of MS Word, Excel, Outlook, and Teams or other software programs.
Conditions of Employment
- Requires a current and valid State ID.
- Requires the ability to pass a background check.
- Requires the ability to travel with overnight stays as appropriate.
- Requires the ability to pass drug screening.
- Overtime is a condition of employment and you may be requested to work overtime including scheduled, unscheduled, or last-minute overtime.
- This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
