Position Overview
The Division of Rehabilitation Services (DRS) is the state’s lead agency serving people with disabilities. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. This position serves as the Workforce Development Manager, performing complex duties in the independent review of Division policies and rules as well as in the Independent conduct of management studies related specifically to Division of Rehabilitation Services (DRS) direct services to persons with disabilities. The Division of Rehabilitation Services is seeking to hire a dynamic and organized manager with strong leadership and communication skills for this position. Job Responsibilities
1 Serves as manager of statewide innovative Workforce Development Model for establishing and maintaining working relationships with the business community to address workforce challenges while also expanding competitive employment opportunities for individuals with disabilities.
2. Prepares reports on the labor market detailing effective strategies to access local industries, including DRS Regional information on the current employment market, hiring trends, and occupational/skills projections.
3. Serves as the Workforce Development Manager, performing complex duties in the independent review of Division policies and rules as well as in the Independent conduct of management studies related specifically to Division of Rehabilitation Services (DRS) direct services to persons with disabilities.
4. Serves as full-line supervisor.
5. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with courses in business or public administration.
2. Requires three (3) years progressively responsible administrative experience in a public or private organization. Preferred Qualifications (in priority order)
1. Three (3) years of professional experience in one or more of the following areas utilizing federal and state regulations related to rehabilitation programs including the Rehabilitation Act and
amendments, the Workforce Innovation and Opportunity Act, or the Americans with Disabilities Act, or Social Security Act as it relates to benefits planning.
2. Two (2) years of professional experience in educating businesses on the benefits of hiring individuals with disabilities including but not limited to tax incentives available through Internal
Revenue Service, diversification in the workplace, creation of a positive company image, and expansion of the hiring pool.
3. Two (2) years of professional experience utilizing data to develop metrics and conclusions to determine trends and project outcome-based results.
4. Two (2) years of professional experience reviewing operational protocols, policies and/or legislation to determine impact, making recommendations for change, and subsequent implementation
planning.
5. One (1) year of professional experience in developing partnerships with external organizations.
6. One (1) year of experience in supervising and managing personnel, assigning work, providing guidance to subordinates, recommending, and implementing counseling and/or discipline activities
following collective bargaining agreements, training staff, approving time off and preparing and signing off on evaluations.
7. Requires working knowledge in computer software such as Microsoft office suite.
8. Requires ability to use Microsoft Teams, WebEx, and other forms of technology to engage staff. Conditions of Employment
1. Requires the ability to travel statewide.
