Job Description
The State of Iowa, Department of Management (DOM), Division of Information Technology (DoIT), is looking for a highly organized and detail-oriented candidate to join our team as an
Information Technology Specialist 4, Vendor Manager. This role will be responsible for managing relationships with vendors providing IT goods and/or services to the state government. The ideal candidate will possess strong communication skills, negotiation abilities, and a thorough understanding of IT procurement processes.
Key Responsibilities
- Vendor Management Analysis and Processes:
- Analyze vendor management processes/systems including vendor performance, contract negotiation, and risk assessment.
- Coordinate the availability of vendor resources, evaluating the impact of workload on vendor availability, and prepare instructions for vendor management processes.
- Establish and monitor vendor service level agreements and performance goals.
- Manage vendor relationships including performance monitoring, contract negotiation, and compliance monitoring.
- Recommend standards, policies, and procedures for vendor management.
- Procurement and Vendor Relationship:
- Participate in the procurement process for IT vendors, evaluating proposals and making recommendations.
- Interact with vendors to understand product offerings, negotiate contracts, and analyze multiple vendor offerings.
- Foster relationships with IT vendors to create innovative and collaborative partnerships.
- Strategic Planning and Development:
- Drive the development of long-term strategies to generate supply chain success while supporting agency stakeholders.
- Support key category initiatives by providing direction in vendor evaluation, selection & management, agreements negotiation, data analytics, and pricing reviews.
- Identify opportunities to enhance vendor relationships and optimize IT spending through process improvements and vendor consolidation efforts.
- Contract Performance and Risk Management:
- Prepare and present reports on vendor performance and cost-saving initiatives.
- Evaluate and monitor contract performance to ensure compliance with obligations and determine the need for changes.
- Develop and drive risk management strategies.
- Collaborate with IT technical staff to ensure specifications and quality expectations are met

Background check requirements
- After a conditional offer of employment has been made, and as the final step in the hiring process, candidates for this position will be subject to a background investigation, which may include but may not be limited to a verification of a candidate's education, previous employment/work history, contact of personal references, motor vehicle records, and a criminal history check (including through Federal, State, or Local criminal justice agencies).

Minimum Qualification Requirements
Graduation from an accredited four-year college or university and experience equal to two years of full-time work: operating a multi-job computer; installing, operating and coordinating computer based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks and/or servers; managing operating systems; developing/ delivering information management training; providing Information Technology (IT) customer service; or designing/administering Internet sites;
OR
an equivalent combination of education and experience substituting the completion of an approved curriculum/specialized training program developed and implemented by or in cooperation with state government; or eighteen semester hours of accredited post high school course work in one of the specialty areas listed above; or certification by an authorized educational institution/major computer or software producer in an area directly related to one of the specialty areas listed above, for the required education;
OR
an equivalent combination of education and experience substituting one year of the required experience for thirty semester hours of the required education;
OR
employees with current continuous experience in the state executive branch that includes experience equal to six months of full-time work as an Information Technology Specialist 3.
