What are the responsibilities and job description for the Lead Compliance Officer position at State of Iowa Talent Gateway?
The Iowa Department of Transportation is seeking qualified applicants familiar with state and federal laws and regulations with experience handling state legislative proposals and agency/organizational policy matters to serve as the agency’s Lead Compliance Officer.
This position delegates and assigns work to other compliance officers or legislative coordinators within the department including but not limited to: legislative bill review and analysis, fiscal review and analysis for the Legislative Services Agency, legislative/Congressional inquiry responses, and associated form and notice documentation, and policy and informational memos for internal or external audiences.
During Session, the individual will be responsible for identifying, investigating and tracking bills, amendments, notes on bills and amendments (NoBA's) and fiscal notes impacting the department. Prepares an impact analysis on legislation and corresponding amendments as appropriate.
Working with the department’s director of Government/Community Relations and State Legislative Liaison, this individual will be responsible for responding to contacts from State/Federal Legislators and their staff regarding requests for information. The position is responsible for managing the collection and distribution of issues and legislative bills impacting the department. Additionally, the individual will work with senior and executive management as well as other appropriate staff to investigate and develop a timely and thorough response to inquiries.

Very strong written and oral communication skills- Comprehensive knowledge of state and federal law, regulations, and agency policy
- Ability to serve as the subject matter expert for legislative issues
- A customer-driven mindset
- Strong organization skills and ability to coordinate the work of multiple stakeholders to develop a final proposal, address concerns, share information, and rectify misperceptions
- Familiarity with legal analysis and compliance
- Experience work with Iowa Code and State of Iowa bill writing process

Graduation from an accredited four year college or university and experience equal to three years of full-time investigative or closely related work which involved: preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or interpreting and enforcing federal or state laws governing health care administration; or quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or drafting, negotiating, or examining contracts or related documents required for organizational operations;
