    BUDGET ANALYST (WAE)

This is a part time position and located in Baton Rouge, LA at the Special School District Business Office. 

The incumbent of this position is responsible for shared services for the Special School District, schools and programs with a high degree of complexity due to the five (5) day, 24-hour residential/school programs, the numerous types of employees, the wide variety of appropriated and non-appropriated funding sources and the four (4) program budget/appropriation structure.  LSD and LSVI share major operating divisions, containing work units with interacted missions; have budgets in excess of $25 million. Approximately 25% of the staff is Deaf/Hard of Hearing.

Physical Activity Level:
The employee must be able to perform assigned duties without significant risk of substantial harm to his/her own safety/security and the safety/security of others.   • A baccalaureate plus two years of professional level experience in accounting; financial auditing; budgeting; procurement; human resources; policy planning; statistical analysis; or financial services.
  • A master's degree in business administration, accounting, finance, human resources,  public administration, or statistics will substitute for one year of the required experience.
MEANS OF FINANCING
 Funding sources include State General Funds, Interagency Transfer Funds from various sources (approximately 25), Self-Generated Revenue from numerous sources (approximately 15), Ancillary/Enterprise Funds, Interim Emergency Board funding, and Statutory Dedications funds, Capital Outlay Funds, a comprehensive Student banking program and Student Activity Funds (approximately 50).  Funding sources fluctuate as we participate in additional grants/programs/activities.
  
 EXPENDITURE CATEGORIES
 Due to the complexity of the operation, the Districts disbursements of the numerous means of financing utilize all expenditure categories.  Expenditure categories include salaries, other compensation, related benefits, travel, operating services, supplies, professional services, other charges, interagency transfers, equipment and major repairs.
  
 DUTIES
  
 BUDGET DEVELOPMENT/BUDGETARY CONTROL FUNCTIONS:
 Prepares annual budget request, with input from various division heads.  Distributes internal budget request forms and/or holds meetings as necessary to gather information needed. Compiles budget request package for approval and timely submission.  Confers with OPB analyst throughout the budget preparation process.
  
 Legislative tracking:  Follows legislation relative to the agency's budget as well as any other legislation impacting the agency.  Prepares legislative action plans as needed, for new legislation relative to the agency.  Tracks legislative amendments to the agency's budget throughout the legislative process.  Researches and compiles data as necessary to complete Fiscal Notes/Budget Impact statements.
  
 Upon receipt of new appropriations, determines initial budget spread.  Prepares the necessary EB, RB and AP documents for entry into ISIS.  Prepares BA-22s as needed.
  
 Prepares reversion schedule at fiscal year-end.  Prepares BA-7 for carry-forward budget authority, as needed, ensuring all OPB/JLCB timelines are met.  Monitors performance indicator adjustment timelines and coordinates with program personnel to identify any necessary adjustments.  Provides performance data for quarterly LaPAS performance indicator reporting.  
  
 On an on-going basis, monitors current year budget, expenditure patterns, means of financing and availability of funds.  Recommends & prepares budget adjustments as needed.  Provides in-depth analysis to identify trends and potential funding problems. Proposes alternatives to spending and revisions in authorized budget.  
  
 Prepares comprehensive monthly and on-demand projections of revenue, and expenditures by program and category.  Extracts financial data from various systems, analyzes and compiles data into meaningful information.
  
 Payroll projections:  Analyzes payroll data, including historical attrition experience, and forecasts payroll expenditures paid through various means of financing (general fund, interagency transfers, self-generated).  This agency's payroll calculations are significantly more complex than many agencies, due to the various classes of employees, differing work schedules and numerous pay scales, and teacher supplements and sabbaticals.  The agency employs 9 month, 10 month, 11 month and 12 month employees, classified and unclassified employees, day-by-day substitute teachers, WAE employees and student workers.
  
 Assists in the preparation of documentation and schedules as requested/required by the Office of Planning & Budget, the Legislative Fiscal Office, the state Board of Elementary & Secondary Education and other state agencies.  Completes special projects as assigned.
  
 Interacts with the Division of Administration, Office of Planning and Budget, Office of Statewide Reporting and Accounting Policy, the Legislative Fiscal Office, the State Department of Education, the Legislative Auditors, and other state agencies to exchange information as needed.
