OF A PERMANENT CLASSIFIED EMPLOYEE OF

LA DPS&C – CORRECTIONS SERVICES (Adult DOC)

Minimum Qualifications

MINIMUM QUALIFICATIONS:
Any of the following will qualify:
1. A baccalaureate degree plus five years of professional level experience in a correctional or penal institution; in a headquarters office having overall jurisdiction over correctional or penal institutions; or in a Prison Enterprises headquarters office. Two years of this experience must have involved permanent, direct-line supervisory responsibility over two or more professionals.
2. A baccalaureate degree plus five years of experience in a correctional or penal institution with responsibility for the security, custody, and rehabilitation or classification of offenders in a position at least equivalent in scope of responsibility and/or complexity of work performed to a Corrections Captain in State service. Two years of the experience must have been in a position equivalent in scope of responsibility and/or complexity of work performed to a Corrections Major in State service.
3. A baccalaureate degree plus five years of experience in Prison Enterprises with the responsibility for the security, custody, and rehabilitation of offenders in a position at least equivalent in scope of responsibility and/or complexity of work performed to Prison Enterprises Quality Assurance Manager, Prison Enterprises Regional Manager, Prison Enterprises Industries Manager, Prison Enterprises Marketing Manager, Prison Enterprises Agriculture Manager and above. Two years of the experience must have been equivalent in scope of responsibility and/or complexity of work performed to Prison Enterprises Assistant Deputy Director.
SUBSTITUTIONS:
Additional professional or sub-professional experience in qualifying fields will substitute for the required degree on a year for year basis.
A master's degree will substitute for one year of the required experience listed under any option.
A Ph.D. will substitute for two years of the required experience listed under any option.
Advanced degrees will substitute for a maximum of two years of the required experience.

NOTE: Any college hours or degree must be from an accredited college or university.
NECESSARY SPECIAL REQUIREMENT:
An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony, or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by State and Federal laws is granted.
In accordance with the Prison Rape Elimination Act (PREA) (Part 115:17) of Title 28 of the Code of Federal Regulations an applicant who has been found to have engaged in any form of sexual abuse; engaged in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable or refused will be disqualified.

SUPERVISION RECEIVED:
Administrative direction from Correction Warden 4.
SUPERVISION EXERCISED:
Direct line over Assistant Warden(s) or other department managers at the facility.
LOCATION OF WORK:
Department of Public Safety and Corrections, Corrections Services, Office of Adult Services.
JOB DISTINCTIONS:
Differs from department managers by responsibility for directing the total program of a correctional facility.
Differs from Correction Warden 4 by absence of final responsibility for the correctional facility.

Serves as the chief administrator of the facility with responsibility for all operations in the absence of the Correction Warden 4.
Supervises department managers, including business administrator, offender records, staff personnel managers, physician, and assistant wardens.
Assists in developing policies and procedures for all facility programs.
Assists in coordination with prison enterprises of farm and industrial operations.
Review and analyzes information to determine appropriate course(s) of action.
Prepares reports recommending appropriate courses of action.
Assists in directing and participates in facility responses to emergency situations including escapes and searches, work stoppages, hostage negotiations, and other violent and nonviolent disorders.
Monitors subordinate staff effectiveness and conducts routine inspections of the facility and grounds to ensure proper administration of policies and procedures governing operations.
Maintains written, verbal, and direct personal contact with headquarters executive and support staff offenders, families of offenders, units of local, state, and federal law enforcement agencies, and legal counsel for offenders, staff, and the state.
Performs public relations work with news media and civic organizations.
Reviews offender and staff disciplinary actions and processes.
Conducts hearings and chairs investigative boards as required.
Assists in the preparation and management of the annual operating budget.
Assists in the supervision of the design and construction of correctional facility enhancements.
Responds on a 24-hour a day basis to significant unusual occurrences at the facility.
