This position is a part of a Career Progression Group, vacancies may be filled from this recruitment as a GIS Analyst 1, 2, or 3 depending on the level of experience of the selected applicant(s). The incumbent serves as the primary liaison between State and Local governments as it relates to the local road network and its related roadway attributes. Responsible as an expert practitioner in Geographic Information Systems (GIS), Global Positioning Systems (GPS), and data exchange through ESRI ArcMap, ArcGIS online or similar software; this position performs and verifies geographic information system (GIS) data entry, performs complex spatial analyses and other potential remote sensing projects. These tasks may include image processing, computer database management and other support functions required to maintain and expand an accurate statewide transportation public road network. The position requires initiation and maintenance of local government contacts & correspondences; attending of necessary local meetings in which possible presentations may be required; is the principal contact to the local governments as to assure current local road data has been obtained and processed accurately. Incumbent makes required data revisions to the local road GIS databases as required to keep it current and reflective of current field conditions. This position receives general direction from an Engineer 6 with very close coordination and collaborative efforts with the Section’s GIS Manager as to achieve the section’s and other department-wide needs. Allocation in the GIS Analyst 1-3 career progression group is determined by years of experience, assignments complexity, and job specific training. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree with twelve semester hours in any combination of GIS or GIS-related courses such as remote sensing, cartography, spatial analysis, mapping science, civil surveying, photogrammetry, CADD (computer aided drafting and design) mapping, aerial photo interpretation, physical geography, web mapping, and/or computer science courses related to geographic information systems.

SUBSTITUTIONS:
Six months of experience (including college undergraduate student work) in digital mapping technology such as GIS, computer cartography, civil CADD, or digital cadastral mapping will substitute for the required twelve semester hours of specialized course work only.

Two years of experience (including college undergraduate student work) in digital mapping technology such as GIS, computer cartography, civil CADD, or digital cadastral mapping will substitute for the required degree and the twelve semester hours of specialized course work.

NOTE:
Civil CADD (Computer Aided Drafting and Design) is digital survey mapping for Civil Engineering functions.

NOTE:
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

To perform geographic mapping services in support of a GIS program or project.
LEVEL OF WORK:
Entry.
SUPERVISION RECEIVED:
Direct from a GIS Supervisor. May receive supervision from higher-level personnel.
SUPERVISION EXERCISED:
None.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from GIS Analyst 2 by the absence of independent GIS analysis work of moderate complexity.

Learns to utilize GIS software to perform modeling and data manipulation that may require qualitative or quantitative data analysis.

Learns to define output parameters by loading data, graphics, and geography into a database or system.

Learns to create and maintain metadata, which is critical technical information required for all GIS mapping.

Enters and verifies GIS data by manual and heads-up digitizing.

Assists with performing spatial analyses by using appropriate GIS application tools and commands.

Assists in the production of data layers or features for mapping, including the incorporation of aerial photography to produce special purpose maps, GIS statistics and results of modeling on a variety of computers and with a variety of software.

Assists with gathering, compiling, manipulating and storing spatial and non-spatial data.

May assist in field work for GIS projects, including aerial photo interpretation and remote sensing image classification.

Receives training in the use of satellite receivers and other technical GIS equipment.

Receives training in the conversion of GPS data to GIS data.
