This is a complex high-level state program with oversight provided by federal and state housing statue and guidelines, Louisiana Housing Authority, the Office of Community Development and the Louisiana Department of Health.
The OAAS/PSH Housing Manager B Tenancy Support Manager (TSM) will act under the supervision of an OAAS/PSH Program Manager 3 for the State of Louisiana PSH program. Louisiana achieved national recognition as the country's first cross disabilities PSH program. It serves individuals with developmental or adult on-set disabilities and addresses both physical disabilities and those related to behavioral health. The program's success is based on the inclusion of services that are:

- Available when needed by PSH tenants
- Accessible where the tenant lives
- Facilitate the coordination of tenancy supports to identified PSH participants
- Assist with finding housing and using PSH resources
- Assistance communicating with landlord and neighbors
- Social support
- Strength-based, solution-focused individual counseling
- Crisis intervention and emergency support
- Assess risks and implement mitigation strategies
- Communicate with and provide support and training to providers and other entities in order to maintain community based living and prevent homelessness or institutionalization
- Develop and maintain inventory of community based resources, services and products to support the needs of the participant/household
- Address participant and leasing concerns and participate in dispute resolutions as needed
- Other duties as required to ensure successful management of the statewide PSH program

MINIMUM QUALIFICATIONS:
Five years of experience in clerical work, real estate, housing management, social services or tenant relations, two years of which must have been in housing management, social services or tenant relations.
SUBSTITUTIONS:
College training will substitute for the required general experience on the basis of thirty semester hours for one year of experience.
A baccalaureate degree will substitute for three years of the required general experience and one year of the required specialized experience.
College training will substitute for a maximum of four years of the required experience.
There is no substitution for one year of the required specialized experience.
NOTE:

FUNCTION OF WORK:
Manages one or more housing assistance programs.

SUPERVISION RECEIVED:
Broad direction from a Housing Administrator or other higher level administrator.

Direct over Housing Managers A and/or Housing Supervisors; may supervise lower level housing personnel.

JOB DISTINCTIONS:
Differs from a Housing Manager A by agency impact, hierarchy, reporting relationship patterns and/or by the scope and complexity of assigned projects/programs.
Differs from a Housing Administrator by the absence of responsibility for the administration of a comprehensive housing assistance program and/or programs.

Plans and organizes programs which provide rent subsidies to enable families with limited resources to live in adequate housing.
Prepares proposals and applications for continuation of funding of the housing assistance program.
Directs the review of applications to ascertain eligibility for the housing program.
Conducts field visits with staff members to inspect dwelling units leased by the authority
Through subordinate staff, determines eligibility of tenants for housing, then assigns tenants according to available housing.
Oversees maintenance inspections.
Implements policies for adjusting and collecting rent according to HUD guidelines.
Works closely with supervisors to analyze property management operations and to determine areas of potential cost reduction, program improvement or policy change.
Monitors program compliance and provides managerial oversight to ensure that housing staff accurately complete all annual re-certifications and unit inspections.
Manages financial resources; works closely with staff to assess financial performance, monitor budgets and operational performance.
