The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery and Louisiana Tax Free Shopping Commission. The Revenue Processing Center is responsible for the timely front-end processing of all tax returns, payments and related documents, including deposit of funds and data capture of tax information. The division processes approximately 13 million documents annually, including tax returns for 50 different taxes, associated remittances, supporting documentation, correspondence and internal documents using a variety of technologies. These items include tax payments of approximately $2 billion general fund dollars. Permanent and temporary staff, variable scheduling and shift work, and pay differentials to hire and retain employees are used to perform the functions. Performance of these functions directly influences the cash flow for the state and the issuance of taxpayer refunds or collection notices.
ABOUT THIS POSITION:
The person in this position facilitates application changes, production issues and other application-related activities. This position also serves as a project manager responsible for managing RPC initiatives, which impact multiple program areas as well as internal and external agency functions. Directs the work of new technology implementation, and major IT or business process modifications for the division. This position requires a strong knowledge of LDR, specifically RPC, business processes and a working knowledge of application systems in support of those processes. Work involves regularly communicating with RPC's director and assistant directors, and other appropriate IT resources and vendors on application systems issues. They will assist in creating policies and memorandums of understanding for each agency, oversees best practices, methods and procedures used to implement and maintain the data capture and imaging program.Duties include, but are not limited to:- Analyzes and reviews processes to improve efficiency and solve operational problems.
- Accurately determines critical and non-critical aspects of a situation derived from analyses, gathers information according to these priorities, and effectively develops recommended plans and actions based on the situation, division goals, and mission.
- Monitors the imaging processing system to ensure there are no bottlenecks or issues that prevent effective workflow. Relieves any issues immediately or notify appropriate section personnel.
- Reviews reports and/or other work products from sect ion supervisors, vendors, and special project initiatives for accuracy and completeness.
- Review and approve new form requests as the liaison between the division and the Forms Management team.
- Performs other tasks as assigned by the immediate supervisor to facilitate the efficient operation of the section and division.
- Assists with development of new forms that will be processed by the division.

A baccalaureate degree plus three years of professional experience in administrative services, accounting, financial auditing, management analysis, tax enforcement, taxpayer assistance, tax collection, tax systems work, tax auditing, tax audit review, tax law, or tax accounting.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
A master's degree in Business Administration (MBA) or Public Administration (MPA) will substitute for one year of the required experience.
Possession of designation as a Certified Public Accountant or CPA Inactive will substitute for one year of the required experience.
Possession of a current license to practice law in Louisiana will substitute for two years of the required experience.
