40 - $94,827.20 / AnnuallyPosition Number : 095101182Position DescriptionThe Clean Transportation Coordinator (Coordinator) is a new, federally funded position in the Governor's Energy Office (GEO) that will serve as an analyst and coordinator on key areas related to advancing clean transportation in the state of Maine.
The GEO is the designated state energy office and serves as the primary advisor to the Governor on energy issues. The position is funded for two years with the potential for a longer term depending on funding.
The Coordinator will be responsible for managing, coordinating and / or supporting the GEO's engagement on clean transportation matters, including : * Coordinating with state agencies such as the Maine Department of Transportation, the Governor's Office of Policy Innovation and the Future, and Efficiency Maine Trust on successfully expending and coordinating the state's allocation of the National Electric Vehicle Infrastructure Formula Program funds.
This will include reviewing Request For Proposals (RFPs), supporting data and mapping efforts and ensuring equity objectives are met.
Work may also include federal engagement and reviewing federal activity related to these funds.* Supporting Maine's efforts to secure additional federal funds related to clean transportation including areas such as electric vehicles and charging, hydrogen and fuel cells technology, and opportunities for fleets and medium and heavy duty planning and coordination.
Work may also include tracking and providing clarity of federal tax provisions as they become available.* Supporting state government efforts to Lead By Example in the procurement of vehicle purchases and infrastructure deployment.
Work may also include supporting municipal outreach.* The Coordinator will also support GEO's efforts in regulatory and legislative areas related to clean transportation - including those at the Public Utilities Commission - as well as a variety of miscellaneous duties as assigned such as energy assurance and resilience related to clean transportation, workforce, stakeholder engagement and memos / briefs / talking points as needed.
JOB TASKS* Advise the GEO on policy related to clean transportation, providing research, quantitative and qualitative support as needed.
- Coordinate GEO's engagement on clean transportation matters with state agencies related to federal / state funding in Maine and opportunities to secure additional funding.
- Reviewing RFPs and participating on review committees.* Supporting Leading by Example efforts related to clean transportation.
- Supporting community outreach efforts.* Advising and participating in regulatory and legislative review as necessary.* Engage in the development of policy analysis.
- Leading or participating in various studies and participating in regional policy efforts and organizations.* Represent the GEO and Administration before myriad organizations and interests including the energy industry, associations, advocates, utilities, businesses and other stakeholders.
- Work with stakeholders to build consensus, understanding and shared vision.* Advise on communications and policy strategy, including the drafting policy recommendations and briefing memorandums.
- This work will include collaborating closely with other GEO and state agency staff, as well as other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED : * Experience and understanding of the clean transportation sector* Experience with energy markets and energy regulatory proceedings* Strong communications and writing skills, and ability to communicate effectively with both internal and external audiences* Strong interpersonal skills and ability to work as a member of a diverse and inclusive team.
- Strong organizational skills, including project and task management, and the ability to multitask and prioritize.* Ability to build coalitions and develop partnerships with key stakeholders* Candidates with professional proficiency in additional languages are encouraged to note this in their application.
- Proficiency in Microsoft products - Excel, Word, and PowerPoint.* Team-orientated work style, with the ability to be flexible and work under deadlines.
- Ability to work in Augusta, Maine and travel throughout the state as necessary and appropriate.MINUMUM QUALIFICATIONS : * A Bachelors' Degree in Engineering, Economics, Business, Public Administration or a related field and at least 3 years of directly related training, education and / or professional level experience in which may include experience in energy policy and program development, analysis and implementation.
