Main Purpose of Job

The Infectious Disease Prevention and Health Services Bureau (IDPHS) responds to the syndemic of STI, HIV, viral hepatitis, and drug use. HIV prevention and care services and the Maryland AIDS Drug Assistance Program (MADAP), as well as surveillance, monitoring and programming for viral hepatitis, and sexually transmitted infections surveillance, prevention, and treatment are included in the IDPHS portfolio. Additional units in IDPHS include our Office of Faith and Community Based Partnerships which manages our Statewide HIV Planning Group, and our Center for HIV/STI Integration and Capacity which manages all workforce development and training needs in the state as well as deployment of our integrated behavioral health interventions. In 2019, MDH established a new Center for Harm Reduction Services within IDPHS which includes opioid crisis response, naloxone distribution, syringe services, and overdose prevention training and certification. Within the Center for Harm Reduction Services, the Division of Operations and Compliance is responsible for the development and oversight of the administrative and operational functions of the Center’s programs. The Operations Coordinator works collaboratively with program staff within the Center and other units within the Bureau of Infectious Disease as well as Public Health Services fiscal, grants, and procurement offices to implement operational support and administrative support for the Center for Harm Reduction Services. Responsibilities include processing forms, coordinating different procurement processes for new grant programs, budgeting across the Center’s funding sources, and managing subrecipient grants. The Operations Coordinator ensures access to naloxone and fentanyl test strips through a centralized purchasing model. Their work contributes to smooth implementation of all Center activities.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Four years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following: Understanding of and experience with harm reduction; Knowledge and experience of managing a corporate credit card, purchase requests and finance information; Knowledge and experience of reviewing invoices for grant compliance and fiscal compliance; and, Excellent organizational and communication skills.�

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
