Main Purpose of Job

Maryland’s Interagency Commission on School Construction (IAC) is recruiting a data and\r\nplanning professional to support the educational sufficiency and fiscal sustainability to\r\npublic PK-12 school facilities in Maryland by delivering technical assistance to Local\r\nEducation Agencies (LEAs) and providing program support to the IAC.\r\n\r\n\r\nThe Planner will support the IAC Planning Group’s work to advise and assist the IAC and\r\nLocal Education Agencies on work related to school facilities portfolio management\r\nincluding demographic analysis, supply and demand management, portfolio optimization,\r\ncapital planning, and facilities management best practices.\r\n

POSITION DUTIES

The Planner will focus on planning support through collaboration with Capital Projects\r\nManagers in reviewing annual LEA Educational Facility Master Plans (EFMP), developing\r\nstandard EFMP content requirements and formats based on industry literature and best\r\npractices, and delivering technical assistance in school facility portfolio and cluster\r\nplanning to LEA planners to better identify, project, and understand demand for school\r\nfacilities prior to project planning. The Planner will also contribute to data development\r\nprojects, such as the IAC’s Facilities Data System, Facility Inventory Database, financial\r\ninformation system, and business management system, as well as student enrollments and\r\npermit/development data with other State agencies and LEAs. The Planner will also\r\ndevelop, implement, and maintain a planning database/geodatabase. Additionally, the\r\nPlanner will provide program support through evaluation of capital construction planning\r\nand funding requests from LEAs.�\r\n

MINIMUM QUALIFICATIONS

EDUCATION: Graduation from an accredited high school or possession of a high school\r\nequivalency certificate.\r\n\r\n\r\nEXPERIENCE: Four years of administrative staff or professional work.�\r\n\r\n\r\nNOTES:�\r\n\r\n\r\n1. Candidates may substitute 30 college credit hours from an accredited college or\r\nuniversity for each year up to four years of the required experience.�\r\n\r\n\r\n2. Candidates may substitute the possession of a Bachelor's degree from an\r\naccredited college or university for the required experience.�\r\n\r\n\r\n3. Candidates may substitute the possession of a Master's degree from an accredited\r\ncollege or university for the required experience.�\r\n\r\n\r\n4. Candidates may substitute U.S. Armed Forces military service experience as a\r\ncommissioned officer involving staff work related to the administration of rules,\r\nregulations, policy, procedures and processes, or overseeing or coordinating unit\r\noperations or functioning as a staff assistant to a higher ranking commissioned\r\nofficer on a year-for- year basis for the required experience.\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred\r\nqualification(s):\r\n• Background in public administration, planning, architecture, asset\r\nmanagement, or\r\n• Experience with data analysis and visualization applications/programming\r\nlanguages, or�\r\n• Experience with�desktop�web publishing applications,�project management/project management applications. \r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n
