Introduction
The Public Service Commission has a contractual position available for an Administrative Specialist I in their Transportation Division. The Transportation Division enforces the laws and regulations of the Commission pertaining to the safety, rates and service of certain types of transportation companies operating in intrastate commerce. The Division monitors the safety of carrier operations, rates and schedules of service, and matters regarding the adequacy and quality of service for passenger carriers and taxicabs in Baltimore City, Baltimore County, Cumberland, Hagerstown and Charles County.\r\n

Main Purpose of Job
To manage a portion of the for-hire driver licensing program in the Transportation Division which\r\nmanages and coordinates the Public Service Commission's regulatory programs involving the safety,\r\nrates and services provided by intrastate passenger carriers (Transportation Network Company). This position processes applications received related to for-hire drivers’ licenses (Transportation Network Operators) in a manner responsive to applicable rules and regulations of the Public Service Commission and the safety and convenience of the public. To conduct ongoing monitoring of for-hire drivers to ensure compliance with Public Service Commission rules and regulations.\r\n
POSITION DUTIES
\r\n\r\n Screening an extremely large volume of for-hire applications and supplemental documents, according to driver screening standards contained in COMAR 20.95.01.26, through an entirely electronic format for approval, rejection, or requesting additional items;\r\n Quickly and efficiently electronically review numerous applications and related confidential documents;\r\n Reviewing and performing data entry of vehicle information, insurance and inspection certificates electronically submitted;\r\n Approving, rejecting or denying for-hire licenses, entering data from supplemental documents into the Division's database;\r\n Monitor Child Support Enforcement Administration (CSEA) notices to suspend for-hire drivers for non-compliance with child support orders and reinstate for-hire licenses when required after receipt of compliance notice from CSEA;\r\n Conducting ongoing monitoring of for-hire drivers to ensure compliance with Public Service Commission rules and regulations and continued responsive service of this position;\r\n Preparing materials for and assembling numerous application packages mailed out daily if requested;\r\n Prepare and send memos for hearing requests;\r\n Prepare and deliver competent testimony at hearings as scheduled and other general office duties;\r\n Performs other related duties.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education:� �Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work. \r\n\r\n\r\n\r\nNotes:\r\n1. Candidates may substitute 30 credit hours from an accredited college or university for the�required experience.\r\n2. Candidates may substitute U.S. Armed Forces military service�experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in�applying and interpreting rules and regulations in accordance with�agency laws and policies�on a year-for-year basis for the required�experience.\r\n\r\n\r\n\r\n
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess the following:\r\n1. One year of experience using Microsoft Word and Access or similar database.\r\n2. Prior or current experience working with the Public Service Commission or another regulatory agency.\r\n3. Experience monitoring compliance with regulations or laws.\r\n4. Experience testifying in court-like settings or making presentations to a group.\r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. \r\n

BENEFITS
\r\n\r\nContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n\r\n\r\n\r\n\r\n
