LOCATION OF POSITION
Main Purpose of Job
- Managing public health emergency preparedness and response functions of the agency, including developing policies and plans for SMCHD response to a variety of health and medical events for which SMCHD serves as the lead local responding agency, as well as other emergency events for which SMCHD serves as a support agency;
- Recruiting, training, and managing a ready local public health and health care surge workforce as well as training an established public health workforce on topics relevant to emergency preparedness and incident management;
- Working closely with local partners in building community resilience;
- Coordinating with other SMCHD programmatic areas in addressing health equity in emergency preparedness and response;
- Overseeing development and implementation of agency continuity of operations plans;
- Overseeing development and implementation of agency/staff safety and security plans, training, and response;
- Coordinating with local and state partners on safety/security concerns related to agency staff and facilities;
- Coordinating with multiple local, state, regional, and federal agencies;
- Preparing for and implementing the SMCHD incident command structure in response to emergency situations for which SMCHD serves as lead or support agency;
- Leading and/or participating in agency, county, regional, or state emergency preparedness exercises;
- Negotiating and developing memorandums of understanding or contracts with other entities, including other local health departments, to ensure readiness of resources and coordination of activities for local public health emergency response.
MINIMUM QUALIFICATIONS
Experience: Nine years of experience in administrative staff or professional work.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS
- Emergency preparedness oversight responsibilities, including development and implementation of emergency response/operations policy and procedures; coordination with a multidisciplinary team in emergency preparedness and response incidents; and development and implementation of ongoing training curricula on topics relevant to emergency response and safety/security;
- Fiscal management of public dollars, supervision of multiple direct and indirect reports, and reporting of progress/outcomes for multiple stakeholders including policy-makers and funders;
- Public health emergency preparedness capabilities or Federal Emergency Management Agency (FEMA) mission areas/core capabilities related to prevention, protection, mitigation, response, and recovery.
DESIRED OR PREFERRED QUALIFICATIONS
- A Master’s degree in public health, public administration, emergency management, or a related field;
- Experience training in or willingness to complete within six months of hire formal training relevant to the Incident Command System, National Incident Management System, and the Homeland Security Exercise and Evaluation Program (includes ICS 100, 200, 300, 400; IS 700, 800).
