PLEASE APPLY VIA THE LINK BELOW: https://necc.interviewexchange.com/jobofferdetails.jsp?JOBID=155538 POSITION: Full-Time Accountant IV, Finance Grants: *37.5 hours per week; AFSCME Unit I Position, Haverhill Campus Reporting to the college's comptroller, the Finance Grant Accountant is the primary accountant responsible for developing and maintaining a financial and accounting management system for all college grants. The grant accountant provides financial, budget and accounting support to the college's grant managers, Grant Office and the Finance teammates. The accountant serves as an internal consultant to all of his/her supported customers (internal and external). The grant accountant working with the grant managers and grantors ensures all identified grant budget, accounting and reporting requirements are completed timely and fully. He/she will be responsible to ensure all Mass State inquiries and reporting requirements are addressed timely and all business issues resolved. The grant accountant works with the college's comptroller and assistant comptroller to ensure all monthly grant journal entries are done timely each month and that all accounting items solutions implemented. He/she will work with Finance budget teammates to ensure that all managed grants are added to the college's budget system and all managed reporting mechanisms are completed and shared with grant managers as directed. The incumbent will provide training to grant project managers as needed. The grant accountant will work on non-grant Finance department activities as assigned by the comptroller. *RESPONSIBILITIES: * * Develop fiscal year line item detail grant budgets adhering to the grantor's approved budget and guidelines for all supported grants. * Develop and distribute monthly and quarterly budget versus expense reporting mechanisms for all grants to grant mangers and leaders. * Maintain all managed grants in Finance's budget system; develop reporting mechanisms as needed. * Maintain and keep all assigned fiscal functions and tasks current including, but not limited to: * Accounting activities, monthly close journal entries and reporting processes, etc. * Reconciling all managed grant payroll expenses, benefits, taxes and other expenses monthly * As necessary, review budget versus expense detail reporting with the grant managers * Producing monthly reconciliations and financial statements for each managed grant * Prepare the Quarterly Grant Financial report for management; identifying any potential financial concerns and follow-up with the grant manager and leaders to address/resolve. * Complete timely and fully all required financial reporting mechanisms, both for internal and external parties. * Execute and manage all assigned grant and non-grant fiscal activities utilizing the college's financial (Banner) and budget (Questica) software systems. * Examine and process assigned grant awards/amendments for compliance with college policies & procedures, grantor's guidelines and applicable laws, rules, regulations and GAAP. * Ensure that all managed expenditures conform to the policies and procedures required by the funding source, Finance and by NECC. * Draft, update, and ensure compliance with internal grant and non-grant fiscal policies. * Provide legendary customer support to grant managers, grantors, Grant Office and Finance teammates. * Conduct fiscal review of purchase orders and reimbursement requests to ensure the grant's allowability and allocability of expenses. * Identify and resolve any grant and non-grant budget issues to ensure adherence to contracts and policies, etc. * Maintain necessary technical knowledge and certifications through trainings, workshops, and by reading professional publications, as needed or directed. * Execute all assigned Accountant IV tasks timely and completely. * The Classification Specification is available at: https://www.mass.edu/shared/classificationspecs/specspers/Accountant Series.doc *SALARY: $2,363.08- $3,340.19 biweekly ($61,440.08- $86,844.94 annually). Pay grade 20; An appointment from outside the bargaining unit (AFSCME) must start at Step I of the range. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.* /Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed./ *Note: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. * Experience in utilizing automated accounting computer systems and software * Ability to work efficiently with minimal supervision and also cooperatively as part of a team * Ability to multi-task and meet deadlines * Strong communication skills (written & verbal) * Ability to maintain confidential data and information in strict confidence PREFERRED QUALIFICATIONS: * Minimum associate's degree in accounting, business administration, or business management; Bachelor's/Master's degree preferred * Mass State or private higher education non-profit and grant accounting experience * Prior high-level grant accounting experience with payroll, budgeting, and year end closing/financials is strongly preferred * Ability to work weeknights and Saturday hours when infrequently called upon to do so * Ability to work between NECC campus locations (Haverhill and Lawrence) * Accounting experience in a non-profit or government setting working with state and federal funded grants is strongly preferred * Knowledge of Project Financial Management and budget systems and reporting mechanisms * Above average Microsoft Office Skills * Strong customer service skills and an excellent team player BACKGROUND CHECK: Candidates will be required to pass a CORI and SORI check as a condition of employment.
