POSITION #1: Division Chief / POSITION #2: Senior Enforcement Counsel

Attorney General Andrea Joy Campbell is looking for dedicated and highly motivated, experienced attorneys to fill two key positions within the Health Care Division. The Attorney General's Health Care Division advocates for and enforces Massachusetts laws protecting health care consumers; works to promote health care access, affordability, and equity; and helps consumers understand their health care rights and mediates consumer disputes with health care payers and providers. POSITION #1 - Division Chief: First, the Attorney General seeks an experienced leader to join her management team as the Chief of the Health Care Division.
Primary Duties: The Division Chief, along with a Deputy Chief, is responsible for supervising and directing the activities of a division of approximately 20 employees, including Assistant Attorneys General, Mediators, Legal and Policy Analysts, and Support Staff. The primary responsibilities of the Division Chief include the day-to-day supervision of all aspects of civil enforcement, including the review and approval of all civil investigative demands, civil complaints, briefs, and other court filings, as well as the development of investigative strategy and negotiation of civil settlements. The Division Chief also supervises the Division's work with other divisions in monitoring health care market trends, including trends in market structure, contracting practices, costs, and consumer access. The Division Chief also oversees the Division's Mediation Unit, including the Unit Director, which staffs the Office's Health Care Helpline and mediates consumer disputes. The Division Chief is also responsible for the overall administration of the Division, including personnel matters, drafting periodic reports on the Division's work, and attending regular meetings with the Attorney General and other senior staff. As time permits, the Division Chief personally handles significant or sensitive matters, including settlement negotiations and non-litigation projects.
POSITION #2 - Senior Enforcement Counsel: Second, the Attorney General seeks an experienced attorney to join her Health Care Division as Senior Enforcement Counsel to lead complex investigations, negotiations, and litigation, including in the Attorney General's opioid-related work.
Primary Duties: (1) Investigate and litigate consumer protection cases involving opioid industry participants, as well as other health care sector actors, often leading a team of other staff members; (2) Collaborate and coordinate with Assistant Attorneys General in other states to pursue investigations and litigation, including negotiating nationwide settlements which may sometimes involve contested bankruptcy proceedings; (3) Oversee the implementation of nationwide opioid settlements, including their statewide roll-out in Massachusetts; and (4) Collaborate with staff at the Opioid Industry Documents Archive to ensure that nationwide opioid settlement terms requiring disclosure of industry defendants' documents in an online archive are promptly and effectively achieved.

Position Requirements: Applicants should have at least seven years of legal or equivalent experience, as well as working knowledge of the health care sector. The successful candidate will have management experience, as well as the ability to demonstrate effective communication, writing, legal-analytical, negotiation, and oral advocacy skills, sound judgment, and the ability to collaborate and represent the Office with internal and external stakeholders, including constituents and other state, federal, and municipal officials.
The successful candidate will be able to demonstrate a connection to the people and communities we serve, including historically marginalized communities, and a commitment to supporting a respectful and inclusive work environment. Successful candidates will have a demonstrated ability to understand diverse perspectives and interact with constituents and community members with empathy and sensitivity. The successful candidate will also be expected to demonstrate initiative and work independently, and as part of a close-knit team. Must be a member of the Massachusetts Bar.
POSITION #2 - Senior Enforcement Counsel:
Position Requirements: Applicants should have at least seven years of litigation or equivalent experience, as well as effective communication, writing, legal-analytical, negotiation, and oral advocacy skills; sound judgment; the ability to quickly grasp complex business and financial arrangements; and the ability to collaborate and represent the Office with internal and external stakeholders, including constituents and other state, federal, and municipal officials.
The successful candidate will also be able to demonstrate a connection to the people and communities we serve, including historically marginalized communities, and a commitment to supporting a respectful and inclusive work environment; demonstrate initiative; work independently and as part of a close-knit team; demonstrate commitment to practicing law in the public interest; and contribute to a healthy and vibrant work environment within the Division and the Office as a whole. Applicants must also be a member of the Massachusetts Bar or eligible for admission by motion.
