ABOUT THE MSRB

The Massachusetts State Retirement Board (MSRB) is multi-generational and diverse department within the Office of the State Treasurer which administers a defined benefit retirement plan, the Massachusetts State Employees Retirement System (MSERS), for eligible employees of the Commonwealth and certain independent entities. Established in 1911 the MSRB supports more than 85,000 active members and more than 68,000 retirees & beneficiaries. The MSERS is the second largest of the Commonwealths 104 public employee retirement systems.

The MSRB is headquartered in Downtown Boston and maintains a regional office in Springfield, MA. The MSRB annually issues more than $2.75b in benefit payments and initiates more than 3,200 benefit payees. For fiscal year 2023 the MSRB has a combined operating and capital budget of approximately $20m. The MSRB is overseen by a five-member statutory Board of Trustees, chaired by the State Treasurer. As is statutorily required, investment responsibilities for MSERS assets are managed by the Pension Reserves Investment Management ("PRIM") Board.

POSITION FOCUS

  • To direct the State Retirement Board consistent with the policy and mandates of the State Treasurer and State Board of Retirement Board, pursuant to Massachusetts General Law c.32 and implementing regulations.
  • Advise the Treasurer on retirement and related issues, legislation and other policy matters impacting MSERS members and the operation of state government.
  • Serve as Treasurer's designee as needed to entities such as the Massachusetts Teachers' Retirement Board, the State Retiree Benefits (OPEB) Trust Board, and committees of the Commonwealth's Deferred Compensation Plan

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Establish, and provide clearly defined standards and goals for the MSRB consistent with policies set forth by the Treasurer and Board to ensure assigned business operations perform at consistently high level in accordance with plan rules and industry practices
  • Supervise efforts undertaken by the State Retirement Board for compliance with the statutory and regulatory requirements of G.L. c.32.
  • Directly manage and supervise certain MSRB senior staff, including the Chief Operating Officer, Director of Benefits, Director Legal Services and Internal Auditor.
  • Act as Secretary to the State Retirement Board in conjunction with its monthly meetings, by carrying out duties including:
  • Preparation of meeting agenda; review and presentation of individual cases with recommendations to the Board for action.
  • Ensure that Board staff implements Retirement Board decisions and policy.
  • Participate in the development of and submission to the Board of annual operating and capital spending plans
  • Ensure through Retirement Board staff that prospective retirees and beneficiaries receive superior customer service, and are advised of their respective rights and responsibilities pursuant to G.L. c.32, including eligibility requirements, retirement options, and creditable service, through direct discussion, telephone interviews, and retirement seminars.
  • Oversee implementation of Board and Treasury hiring and human resource policies
  • Maintain positive working relationships and serve as liaison to Treasury departments, PERAC, Massachusetts contributory retirement systems, PRIM, Office of the Comptroller, Group Insurance Commission, legislative committees, related government agencies and member constituent groups / stakeholders
  • Represent the Treasurer and State Retirement Board
  • Represent MSERS and serve as liaison to national public employee retirement organizations.

OTHER DUTIES AND RESPONSIBILITIES

  • Serve as statutorily designated Social Security Administrator for Commonwealth
  • Act as Secretary to the State Retirement Board and its monthly meetings.
  • Assist the Legislature and its committees regarding legislation affecting c.32.
  • Serve as a subject matter resource and liaison

SUPERVISORY RESPONSIBILITIES

  • Manages State Retirement Board Staff

COMPETENCIES & SKILLS

  • Extensive experience of at least twelve years working with Massachusetts General Law Chapter 32, plan rules and the public defined benefit pension industry
  • Corresponding undergraduate degree, graduate degree, or extensive industry experience required
  • Sustained and effective organizational experience in leading and supervising employees of at least seven years in the senior management of a similar sized and type entity
  • Demonstrated ability in human resources and employee relations matters
  • Experience working with a Board of Trustees / Directors
  • Ability to effectively communicate, lead and motivate retirement professionals
  • Proven ability to inspire and model excellent customer service, accuracy and thoroughness in work completion
  • Adaptable to changes in retirement and business management
  • Inclusive and collaborative decision maker
  • Willingness to take initiative; see and implement improvements to management and operations
  • Maintain and promote a positive attitude, supportive work environment, and set high standards for employees
