Within an enterprise wide MNIT service model, provide leadership and agile operational management to focus Application Portfolio Management (APM) and Disaster Recovery/Business Continuity Management functions on the delivery of optimally leveraged services that meet the evolving information technology needs of the State, agencies, and users/clients consistent with the MNIT Strategic Plan.
This position is charged with evaluating and/or developing frameworks and standards that ensure applications being deployed or developed are secure, reliable, supportable, and recoverable while maximizing economy. This is a new position, responding to increased importance of managing the State’s application portfolio as a strategic asset. The position will interact with senior IT leaders across the state to capture and report on the operational health of the State’s application portfolio and how its resilience aligns with business needs.
This position is currently eligible for full-time telework:
Telework for Minnesota IT Services allows an employee to perform work from a remote telework location and an employee may be required to be in the office based on business needs and other dependencies.
Candidates residing outside of Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) require additional review prior to telework approval upon becoming a finalist.
Candidates located in Minnesota, or a bordering state, do not require additional review.
Candidates must clearly demonstrate all of the following qualifications in their resume:
Position requires a minimum of four (4) years of experience in application portfolio management and/or service continuity (Disaster Recovery/Business Continuity) AND a minimum of two (2) years of lead work or supervisory experience.
**Successful candidate must pass past-employer reference checks and a criminal history verification**

Demonstrated supervisory experience covering multiple areas, such as: selecting, orienting, and training employees; coaching, counseling, and performance managing employees; planning, monitoring, and appraising job results; etc.
Knowledge of information technology in all areas sufficient to understand and plan for the most appropriate application of technology, industry standards and conventions, and technology best practices sufficient to provide technical leadership to their team
Strong organizational skills to lead and manage multiple projects and teams simultaneously
Strong negotiations skills and ability to build consensus among stakeholders who have multiple and sometimes conflicting priorities and needs
General knowledge of financial management and budget planning
Advanced degree or certification in related business or information technology field
Four (4) or more years’ experience supporting large scale enterprise IT operations in a complex and diverse business environment
