Job Summary
- The position has a flexible work arrangement that may allow for Telework or a mixture of working in our office and Telework. Currently, the team is in office once a week on a voluntary basis.
- Minimum travel, up to approximately 5%.
Serves as a supervisor of staff attorneys and legal operations staff for the Office of the Inspector General (OIG), Legal Division – Children, Youth, and Families team. Under the leadership of the deputy chief legal counsel, the OIG Legal – Children, Youth, and Families team will bring together OIG’s legal expertise in the areas of child care centers, family child care, child foster care, and the child care assistance program (CCAP) to manage litigation, legal advising, and legal strategy for the related OIG programs. The OIG Legal – Children, Youth, and Families team, along with this position, is expected to transition to the Department of Children, Youth, and Families in July of 2025, consistent with 2023 Minnesota Session Law, Chapter 70, and 2024 Minnesota Session Law, Chapter 80.
This position will report to the deputy chief legal counsel and provide a three-fold, critical leadership role for this team:
- Supervise and support staff attorneys and legal operations staff in a manner that enables them to offer the greatest contribution of their talents to the team,
- Ensure alignment of litigation strategies and handle complex litigation in areas of law that cross over the three primary bodies of work of the team: licensing, child care assistance program enforcement, and background studies, and
- Collaborate with the deputy chief legal counsel in strategies that maximize team efficiency and effectiveness.
Additional responsibilities include but are not limited to the following:
- Provide advice and legal research for deputy chief legal counsel and program leadership and staff, oversee litigation strategies impacting child care center, family child care, child foster care, and child care assistance program enforcement (collectively, CYF), and manage legal resources.
- Perform legal research and provide legal advice on compliance matters with overarching impact on CYF programs and assist in developing legislative initiatives.
- Oversee legal services.
- Lead, supervise, and develop an effective model for providing legal services to CYF program components of Department.
- Monitor litigation involving CYF to coordinate litigation-related information, activities, and strategies that support CYF objectives. Includes monitoring and evaluation of non-litigation factors that may require adjustment of CYF strategies and goals in particular litigation.
- Provide legal advice to managers and executives on topics of general applicability within CYF programs.
- Identify and develop efficient, effective means of tracking and articulating data, including case law tracking, relevant to CYF legal activities.
- Oversee data practices policies and practices within CYF to ensure accurate and consistent implementation of laws and Department policies.
Qualifications
Minimum Qualifications

- JD degree from an ABA accredited law school;
- Current license and in good standing to practice law in Minnesota;
- At least five (5) years’ experience as a practicing attorney in an area of law related to the position with one (1) of the years working as a supervisor or in a leadership/lead role; and
- Knowledge and experience with state and federal data privacy laws as they relate to human services programs.
Experience must demonstrate the following:
- Strong legal research, analysis, and writing skills;
- Building and maintaining good working relationships with internal and external stakeholders;
- Providing legal advice to executive leadership on diverse and complex human services and data privacy matters;
- Supervision of staff including mentoring and fostering professional development or serving in a lead/leadership role; and
- Experience in one or more areas of relevant to regulatory oversight and enforcement in human services programs such as licensing, Child Care Assistance Program (CCAP) enforcement, or other body of administrative law.
Preferred Qualifications
- Demonstrated ability to combine legal, strategic leadership, human relation, and diversity equity and inclusion skills.
- Recognized as a subject matter expert in administrative law related to the work of CYF, and other areas of law related to CYF, which may include contract law, federal laws impacting the work of CYF included but not limited to the Adam Walsh Act, Child Care & Development Block Grant, Human Services and Children Youth and Families Licensing Acts, Limit on Receiving Public Funds, and government data practices law.
- Demonstrated ability to communicate with a large and varied constituency, including legislators and legislative staff, the Attorney General’s Office, state local and federal agencies, professional and advocacy groups, as well as the general public.
- Demonstrated ability to maintain composure and convey competence, equanimity, and collaboration in stressful situations.
- Demonstrated ability to identify common ground for parties with varied interests and to build consensus toward solutions.
- Variety of experiences working effectively with others from different backgrounds and cultures.
