Job Summary


This full-time, permanent position exists to provide advanced professional level budgeting analysis and advice to support the Bureau of Criminal Apprehension (BCA). The position provides a high level of fiscal management skills for the BCA's more than $75 million annual budget as BCA is funded from a complex array of state, federal and other sources and has a complicated tracking and reporting structure. The position provides assistance in preparing and/or directing preparation of biennial budgets and annual spending plans for BCA's three major divisions - Forensic Science Services, Investigations and MN Justice Information Services - as well as the Training and Business Shared Services Units. This position ensures that overall BCA needs and objectives are met through the following responsibilities: interpretation, analysis, and distribution of budget instructions and reports; assistance with legislative fiscal notes; regular review of all budgets for adherence to department policy and MMB guidelines; analysis of budget plans, expenditures, and deviations from previous budgeting and spending levels; and auditing and approval of financial and budget documents.

Qualifications

Minimum Qualifications

1. Three (3) years professional experience in accounting/budgeting, including managing large budgets, creating fiscal reports, and data review and trend analysis. A Bachelor's Degree in accounting, business, or finance may substitute for one (1) year of experience.
2. Ability to read, interpret, and apply federal and state laws, regulations, and policies to manage federal and non-federal grants and budgets.
3. Ability to prepare and interpret complex fiscal reports to recognize potential budget risks and identify solutions, monitor, and report on.
4. Advanced spreadsheet skills sufficient to develop and utilize reports that inform and enable effective management.
5. Proficiency in the use of personal computers and software packages used in the department, including Microsoft Office (Excel, Word, etc.), Sharepoint, Teams and Outlook
6. Ability to be highly organized, determine priorities, balance a variety of duties at the same time, and work under time pressure.
7. Excellent oral and written communication skills.
8. Excellent time management and organizational skills to enable progression of several projects.
9. Ability to work cooperatively with individuals from diverse backgrounds.

Preferred Qualifications

1. Bachelor's degree in accounting, business or finance AND 2 years of professional level experience in accounting with at least one year intermediate level experience (e.g. Accounting Officer Intermediate)
2. Experience with audit procedures and knowledge of federal accounting sufficient to understand auditing and reporting requirements.
3. Thorough knowledge of statewide accounting rules and regulations for use in the assistance of development of budget and spending plans.
4. Experience working with, and presenting to, senior management.
5. Excellent oral and written communication and presentation skills to explain finance concepts and results to non-financial team members.
6. Thorough working knowledge of current state financial and personnel managment systems (SWIFT,SEMA4, and IA/SWIFT Warehouse).

Physical Requirements

Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods
