Job Summary


The Business Information Security Officer (BISO) for Minnesota IT Services (MNIT) will function as the security leader to the set of agencies within the line of business and assist the State's Chief Information Security Officer to carry out the strategic direction of the State's security program. This role will have overall accountability to implement the security program at the set of agencies within the line of business, as well as leadership responsibilities for several direct reports. The BISO will work closely with the line of business Chief Business Technology Officer (CBTO) and the agency leadership team to develop a suitable security roadmap based on a deep understanding of the business.

Responsibilities include:

  • Design, direct and lead the implementation of a Line-of-Business (LOB) security services. Develop an in-depth understanding of agency business practices and compliance requirements for effective service delivery of the statewide security program.
  • Conducts risk and vulnerability assessment at the network, system and application level. Leads threat modeling exercises.
  • Involved in a wide range of security issues including architectures, access management, networking, data security, and software development security.
  • Performs analyses to validate established security requirements and recommends additional security requirements and safeguards.
  • Serves as the Information Security subject matter expert, and advises LOB management on risk issues related to information security and recommends actions in support of the agency risk management and compliance programs.
  • Monitors information security trends internal and external to the agency and keeps LOB leadership informed about information security-related risks.
  • Oversee projects and initiatives of a LOB security team.

This position requires travel between MNIT Services agency based offices.

This position requires an employee to be onsite some days to meet business partner needs/expectations with the option to telework other days.

Qualifications

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

Position requires a minimum of five (5) years of experience of progressive information security experience.

Experience must include:

  • Two (2) years of supervisory experience.
  • Extensive experience of technology leadership with breadth across information security.
  • Experience with security technologies, markets and vendors including firewall, intrusion detection, assessment tools, encryption, application development security, and access management.
  • Knowledge of information security industry accepted frameworks and related State and Federal regulations.
  • Experience developing and implementing policies, standards and guidelines that can be implemented by the various security and technical teams.
  • Experience implementing security related projects or programs in a matrix structure with ability to manage and coach others.
  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
  • Customer service skills that include active listening, empathy, and problem-solving.

Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for the required supervisory experience.

Preferred Qualifications

  • Bachelor's degree or higher in Computer Science, Information Technology or related field.
  • Advanced information security certifications.
  • Thorough knowledge of architecture and security standards.
  • Knowledge of security risk assessments, policy and compliance, access management, vulnerability management, security monitoring, boundary defense, security awareness and disaster recovery.
  • Ability to provide analytical skills to diverse problems and projects to provide effective assessment and solution generation.
  • Ability to represent the security program leadership, strategies, direction and decisions in a professional and positive manner to all internal and external audiences.
  • Strong verbal and written communication skills, especially with senior executives.
