Job Summary


The Minnesota Pollution Control Agency (MPCA) is a state government agency within the executive branch of government. It strives to protect the environment and public health for the state through the delivery of key products and services in three main areas: environmental prevention, management and clean up. More specifically, the agency monitors environmental quality, offers technical and financial assistance, and enforces environmental regulations. Our mission is to “protect and improve the environment and human health.” We work collaboratively with individuals and communities throughout the state, partners in federal, state and local government, tribal governments, and with organizations and regulated parties to accomplish our goals. Within the MPCA there are seven divisions and seven office locations across Minnesota.

This opportunity is for the position to lead the Municipal Division activities of the Minnesota Pollution Control Agency in support of the strategic objectives of the agency. The position also helps provide overall agency direction and leadership through participation on the Commissioner’s Senior Management Team, and serves as an Executive Champion on at least one key cross-agency management team. The position directs management and oversight, in conjunction with the Commissioner and Deputy Commissioner, of all the programs within the scope of the Municipal Division. The Municipal Division is responsible for regulating municipal wastewater and stormwater, construction stormwater, and subsurface sewage treatment system activities; they provide technical and financial assistance; and they are the program leads for the National Pollutant Discharge Elimination System (NPDES) wastewater, stormwater, and Subsurface Sewage Treatment Systems (SSTS).

This position is statutorily, unclassified under statue 43A.08 Subd.1a and serves at the discretion of the Commissioner.

Qualifications

Minimum Qualifications

  • Five years of supervisory experience in an environmental program that demonstrates an understanding of the principals and practices of environmental protection sufficient to assess factors which impact the quality of the environment. OR
  • Three years of managerial experience with oversight for the operations and/or implementation of environmental programs.
  • Experience should include:
  • A broad understanding of federal and state laws, rules and regulations relating to environmental protection and administrative activities.
  • Excellent oral and written communication, negotiation and presentation skills, and proven ability to simplify and communicate complex issues for varied audiences.
  • Demonstrated ability to:
  • Apply scientific principles to the implementation or operation of environmental programs.
  • Manage human and fiscal resources.
  • Develop and implement public policy.
  • Direct and support change efforts for continuous improvement.

Preferred Qualifications

  • Managerial experience directly overseeing environmental programs.
  • Experience in rulemaking efforts to ensure compliance with legal processes, deadlines, and transparency.
  • Experience with or knowledge of the legislative process and related activities.
  • Comprehensive working knowledge of federal and state environmental law and an understanding of current environmental issues as it relates to public policy and the Agency’s mission.
  • Experience providing counsel or direction on environmental and operational matters regarding water resources issues.
  • Demonstrated ability to apply scientific principles to the implementation or operation of environmental programs.
  • Ability to balance financial issues, high-level political considerations, and strategic direction.
  • Ability to share a clear vision and to think, plan and lead strategically.
  • Ability to create a diverse and inclusive working environment with internal and external parties.
  • Ability to successfully resolve controversial, sensitive, complex issues with diverse business partners.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Driver's License Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.

Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
