Job Summary
- Telework (Within Minnesota or Neighboring States) is available.
As a Trainer for the Child Support Division, the incumbent will design, develop and deliver training curricula, training presentation materials, and exercises appropriate to the means of delivery (e.g., classroom, web-based, video, etc.) so that the curricula reflect both current policy and system requirements and respond to the needs of child support staff. This position will monitor evolving program information in order to stay up-to-date and communicate policy and system changes. The incumbent will also educate workers of those changes and work within compliance with DHS policy and procedures. The Trainer will also participate on project teams to provide input and to determine possible training needs that may result from the project or initiative.
Additional responsibilities include but are not limited to:
- Train county and State staff who work in the child support program, providing knowledge and skills to properly apply child support policy and use the PRISM system.
- Develop and maintain curricula and materials to support CSED training activities.
- Ensure that training unit offerings are delivered timely to prepare users to efficiently and help them effectively perform their job functions following implementation of the initiative.
- Convey complex information as clear and concise instruction.

Qualifications
Minimum Qualifications

Two (2) years of professional experience working in a children, youth, and families-related field and/or training and education.
Experience must demonstrate the following:
- Knowledge and skills in the design, development, and delivery of training, including skills in live webinar or classroom training, integration of policy and systems in training, and design of educational curricula
- Experience teaching in a learning environment catering to various learning styles and abilities, including facilitating and delivering live webinar and/or classroom training
- Knowledge of child support enforcement policy, procedures, legislation, regulations, and operational management or ability to learn, master, and deliver education on new content matter
- Experience in troubleshooting technical issues and basic system problems
Bachelor’s degree in education, education technology, social work, human services, or other children youth and families-related fields may substitute for 1 year of professional experience
OR
Master’s degree in education, education technology, social work, human services, or other children youth and families-related field may substitute for 2 years of experience
Preferred Qualifications
- Variety of experiences working effectively with others from different backgrounds and cultures
- Global understanding of child support, county agency operations and case management procedures
- Communication skills, to the extent of being able to communicate clearly, orally and in writing, to both technical and non-technical learners and stakeholders
- Experience in developing policy analysis and interpretation skills including abilities to: facilitate communication between systems and other child support staff; apply policy expertise in development of curriculum
- Experience with eLearning, especially Storyline Articulate, and/or other eLearning development tools
