Job Summary


This position is located at the Minnesota Pollution Control Agency (MPCA), Safety and Emergency Management Section under the administrative direction of the Section Manager. The position is responsible for coordinating the administration of the Emergency Preparedness and Emergency Response Programs’ (State Programs) fund financed sites using MERLA and Petroleum Remediation fund monies; coordinate and oversee the safety training contracts and other contracts as they are developed; coordinates US Environmental Protection Agency (EPA) preparedness requirement; and development of program policies and guidance. The roles of this position are both comprehensive and technical in nature including providing financial and technical information to the Minnesota Petro board, Governor’s Rail Council, state contractors, and necessary Agency staff; work directly with US EPA to provide training and resources to bolster Minnesota’s emergency preparedness; evaluating and making recommendations concerning State Program goals and objectives; directing the activities of consultants, section staff and other staff at all levels as it relates to the State Program contracts; developing financial reporting systems; developing and conducting fund finance and contract training for MPCA staff and external contractors; monitoring compliance of clients; evaluating policies and procedures for program administration; and performing other duties as required.

Qualifications

Minimum Qualifications

Three years of advanced professional experience in environmental protection/pollution control; or in planning, implementing and evaluating work in the areas of emergency preparedness; or in enforcement of environmental or related laws and demonstrated ability to lead projects, including such activities as budget management, strategic planning, identifying skills and resources, identifying and measuring outcomes and implementing project plans (advanced professional-level experience is equivalent to Senior Environmental Specialist/Environmental Specialist 3 level work); AND

Organizational business skills to develop, administer and evaluate program effectiveness.

Effective human relations skills sufficient to work with a variety of business partners and staff, and lead and facilitate communication on complex issues.

Ability to plan, coordinate, influence, negotiate with other agency staff, other government agencies or departments and state contractors.

Governmental budgeting and legislative processes sufficient to support the section programs.

Preferred Qualifications

Knowledge and experience working with federal, state or local environmental regulations related to environmental emergency response situations.

Incident Command System (ICS) training and experience.

Analyze complex technical data/reports and solve complex high-profile problems.

Experience in the development of technical and/or procedural guidance.

Administration, analysis, and monitoring of departmental budgets and contracts.

Work with the many different types of stakeholders with diverse interests and viewpoints.

Resolve potentially contentious, controversial, and complex environmental issues

Physical Requirements

Ability to occasionally move or transport equipment up to 25 pounds. May require moving or transporting equipment and traversing rough and uneven terrain.

Additional Requirements

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
