About this position:

This is an exciting opportunity to serve in a leadership role for the Office of Administration, Information Technology Services Division (OA-ITSD) supporting the Department of Corrections (DOC) in their vision of cultivating excellence in corrections for a safer Missouri. DOC has facilities across the state that focus on rehabilitation, treatment and education to help ensure that justice-involved Missourians contribute to their communities, both inside and outside DOC walls. The ITSD-DOC group supports a variety of technologies, systems, and projects critical to DOC process and infrastructure and has a strong customer service focus.

Duties and Responsibilities:

This is a manager level position responsible for the development and maintenance of DOC systems, as well as project and resource management. This position is responsible for approximately 18 total staff, directly supervising three. Additionally, the team sustains an offender unit of developers that includes 23 people. The full ITSD-DOC group supports an application portfolio containing 19 Java applications and several other systems utilizing a variety of technologies. The ITSD-DOC App Dev Manager will report directly to the Deputy Chief of Business Systems Development.

The successful candidate will:

  • Possess significant experience with all aspects of managing staff, along with the ability to clearly and effectively communicate to staff and stakeholders expected outcomes and impacts.
  • Engage and maintain the appropriate members of a cohesive team to support the needs of the DOC that may include the Business Relationship Manager, Project Managers, Business Analysts, Technical Architects, other Application Development Managers as well as your direct team.
  • Coach team members to continually deliver high quality solutions that exceed customer expectations and provide outstanding customer service.
  • Determine resource needs (future and near-term) and take a lead role in recruiting, onboarding, developing, recognizing, and compensating employees.
  • Cultivate strong relationships that encourage personal and technical development in your team as you mentor, communicate expectations, monitor and provide advice on performance.
  • Utilize available tools to coordinate and monitor work products to build, enhance and maintain software solutions and monitor on-going maintenance work items, establish reporting metrics and benchmarks that provide feedback on development pipeline and team performance to stakeholders.
  • Communicate status to users, stakeholders, customers, steering committees and internal/functional IT teams. Escalate issues and offer potential solutions to solve problem(s).
  • Ensure secure coding and comprehensive testing of all development work to achieve the highest quality releases possible.
  • Provide value added Level of Effort (LOE) input in State Fiscal Notes and future projects.
  • Act as a catalyst for continuous improvement in the solution portfolio and development processes.
  • Act as a liaison across Application Development, PMO, and Infrastructure teams to determine the most efficient path to deliver solutions and enhancements.
  • Assist PMO with vendor management and contracts

Preferred Knowledge, Skills and Abilities:


  • Able to effectively prioritize and assign work in order to meet deadlines.
  • Able to present ideas and proposals to wide range of audiences spanning technical and functional and including agency leadership, ITSD leadership, and vendors.
  • Demonstrates strong leadership, facilitation, situational awareness, conflict resolution skills and the ability to champion continual improvement, empowerment, and drive increasing transparency.
  • Aptitude and desire to quickly learn new technologies and effectively communicate with both technical and non-technical people.
  • Process improvement and app dev methodology knowledge highly desirable.
  • Ability to work on multiple projects or tasks at the same time in a fast-paced environment and adapt easily to changing tasks.
  • Familiarity with web based and cloud technologies.
