The Missouri Public Entity Risk Management (MOPERM) Executive Director carries out the operational and policy decisions of MOPERM’s Board of Trustees, which is responsible for all operations of MOPERM. The Executive Director is responsible for carrying out all MOPERM processes and responsibilities, including budgetary and administrative duties, investment decisions, property maintenance, purchasing, reinsurance obligations, and contract management, in the interim between MOPERM’s Board quarterly meetings. The Executive Director works with the MOPERM team to ensure that Missouri public entities have appropriate access to MOPERM coverages, and that claims made by or against MOPERM members are appropriately adjusted and resolved as provided by law and MOPERM’s contractual responsibilities to its members.

Implementing policies overseeing operational functions to ensure efficient management. Your responsibilities encompass a broad spectrum of duties that extend beyond the scope of delegated authority, requiring proactive leadership and management skills to navigate the organization effectively.
- Oversee the daily operations of a team currently comprising 12 employees, divided into four sections: Underwriting, Claims, Fiscal/Accounting, and Member Services. Direct supervision of the four section managers, the office manager (half-time), and the IT manager falls under your purview, necessitating strong leadership and managerial skills to ensure the smooth functioning of each department and cohesive collaboration across teams.
- Engage in the condominium association with other building owners to collectively maintain and operate the building where MOPERM’s offices are located. Your responsibilities also include overseeing the maintenance of MOPERM's individual space within the building, ensuring a conducive and functional environment for the organization's operations. This role requires active participation in the association's activities and effective coordination to uphold the standards of the building while addressing the specific needs of MOPERM's space.
- Responsibility for day-to-day management of MOPERM’s funds and investments. This role entails managing expenditures from cash balances for day-to-day operational needs. MOPERM's Executive Director reviews all expenditures, accounting reports, and processes, and providing approval for these financial activities, underscoring the importance of financial stewardship and accountability in the position.
- Negotiate and oversee various large contracts essential to the organization's operations, including reinsurance brokerage, auditing, actuarial services, banking, legal services, and investment management. This role involves managing numerous smaller contracts related to building maintenance, IT services, and telecommunications.
Minimum Qualifications
- At least four years of experience in property and casualty insurance, risk management, risk pooling, and/or claims resolution.
- Understanding of legal liabilities of, and immunities and defenses applicable to, Missouri public entities, including counties, cities, school districts, fire protection and ambulance districts, road districts, soil and water conservation districts, and the panoply of other local public entities in Missouri.
Preferred Qualifications
- Educational background in insurance or law.
- Additional to the minimum qualifications, some background in investment is helpful.
- Professional certifications in property and casualty, insurance underwriting, or claims management will be looked upon favorably (See, e.g., https://web.theinstitutes.org/designations).
- Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
