The State Emergency Management Agency (SEMA) has responsibility for coordinating all hazard disaster preparedness, response, recovery, and mitigation operations across Missouri. SEMA operates the State Emergency Operations Center (SEOC) and provides training, grants, and planning support to strengthen Missouri’s resilience against natural and human-caused disasters. SEMA’s mission is to help our fellow Missourians prepare for, respond to, and recover from all emergencies. The Missouri State Disaster Recovery Coordinator (MO SDRC) is housed within the State Emergency Management Agency (SEMA) and works with all Missouri Departments, and several federal agencies.
Job Description:
- Oversees interagency long-term recovery coordination operations as related to federally declared disasters and non-federally declared events;
- Maintains, updates, and socializes the Missouri Disaster Recovery Framework (MDRF);
- Coordinates and oversees the State’s seven Recovery Support Function (RSF) Leads, ensuring active RSF engagement, and the facilitation of communication between all functions;
- Assists the Governor’s Authorized Representative (GAR) and the State Coordinating Officer (SCO) as outlined in the MDRF, including associated plans for completion of mission objectives and priorities;
- Supports operational transition from response phase to recovery phase, including maintaining and sharing situational awareness beginning from the time of a State Emergency Operations Center (SEOC) activation;
- Coordinates State and local long-term disaster recovery efforts, and includes Federal programs dependent on the scale and scope of the disaster, including identifying and assessing technical and financial resources available across all intergovernmental and organizations and private sector partners;
- Coordinates and drafts multiple technical documents alongside the interagency recovery group following disasters, with input garnered from community and small group meetings;
- Assists in establishing the Unified Command Group (UCG) and interagency recovery coordination operation frameworks in order to support mission goals, as well as assisting in managing communications from the UCG and the public;
- Pre-establishes and maintains contacts, networks, and relationships with local, State and, Federal agencies, nongovernmental organizations, and private sector partners;
- Plans and hosts the State’s Annual Virtual Resiliency Summit, typically in June/July, and includes partners from all over the United States;
- Maintains awareness of projects within the State Hazard Mitigation section, Public Assistance section, Floodplain Management, and Community Development Block Grant sections, as necessary;
- Works with impacted communities to clearly define needs and recovery priorities;
- Edits, maintains, and updates http://recovery.mo.gov through Drupal, including creation of graphics and basic HTML understanding;
- Requires an understanding of pre-disaster recovery planning, as well as post-disaster recovery leadership and coordination; and
- Promotes principles and practices that further resiliency and sustainability in the development of strategic planning initiatives.
Knowledge, Skills, and Abilities:
- Ability to oversee the State of Missouri’s Recovery Support Function Leads
- Ability to provide assistant to the Governor’s Authorized Representative and the State Coordinating Officer as outlined in the MDRF
- Skilled to provide support for operational transition from response phase to recovery phase
- Ability to coordinate State and Local long-term disaster recovery efforts to include Federal programs dependent on scale and scope of disaster
- Ability to plan and host the State’s Annual Virtual Resiliency Summit
- Knowledge of projects within the State Hazard Mitigation Section, Public Assistance Section, Floodplain Management, and Community Development Block Grant Section
- Possess the skills of understanding of pre-disaster recovery planning, as well as post-disaster recovery leadership and coordination
- Possess the skills of promoting principles and practices that further resiliency and sustainability in the development of strategic planning initiatives
Typical Qualifications: Bachelor’s degree or 4 or more years of relevant experience. (Substitutions may be allowed.)
This description may not include all the duties, knowledge, skills, or abilities associated with this position. Normal work hours are Monday – Friday, 8:00 am – 4:30 pm. However, overtime and unusual working hours are required during and following an emergency event. Occasional same day or overnight travel may be required.
