This position serves in a statewide leadership role and provides administrative authority to the six Regional Behavioral Health Authorities (RBHA) and the statewide network of behavioral health providers. The Administrator position requires collaborating and providing direction across diverse programs/units within DHHS divisions and across the 6 behavioral health regions. The administrator will develop and direct RBHA contracts and budgets, oversees internal and external policy development, regulatory and contractual compliance and auditing processes, system and service development and facilitates numerous high-level meetings to accomplish program goals. The of DBH Network Administrator role requires making multi-faceted decisions and maintaining organized systems as consideration must be made related to multiple funding sources to avoid duplication and sync strategic and business plan initiatives within DBH and across DHHS divisions. The position will work across multiple systems both internal and external to DHHS including system partners and stakeholders to coordinate services. The position: • Collaborates, coordinates, and provides direction across diverse programs/units within DHHS Divisions. and across multiple stakeholders. • Provides administrative oversight and coordination of Tribal and Regional Behavioral Health Administration planning, budgets and contracts. • Develops, oversees internal and external policy and regulatory development and compliance. • Contract management. • Auditing and budgeting. • System and service(s) development; and • Facilitates numerous higher administrative level meetings to accomplish program goals. Qualifications / Requirements: Minimum Qualifications: Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND two years of experience in a field related to the Behavioral Health including supervisory experience; OR a master's degree in any of the above mentioned fields. Experience may be substituted for the educational requirement on a year-for-year basis. Work schedule: Monday - Friday, 8:00 AM - 5:00 PM, with some variability Hiring rate of position: $31.438 starting rate. $33.010 after successful completion of original probation period. Location and address of position: Nebraska State Office Building - 301 Centennial Mall South, Lincoln, NE Knowledge, skills and abilities: Knowledge of: Needs of individuals served; federal and State laws and regulations relevant to mental health and substance use (Behavioral Health) ; quality assurance/performance improvement principles and methods of analyzing continuous improvement; business and management principles including strategic planning, resource allocation, human resources, leadership and coordination of people and resources; principles of supervision and staff development; budget administration practices.
