Job Description:
The Department of Health and Human Services, Office of Economic Assistance, with the State of Nebraska, is seeking a highly motivated and experienced candidate to join our Continuous Quality Improvement (CQI) Team. This pivotal role is instrumental in driving continuous quality improvement initiatives within the Office of Economic Assistance. The successful candidate will be responsible for planning, collecting, analyzing, and interpreting data to inform decision-making processes and enhance program effectiveness.
Job Description:
The Quality Administrator I at the Nebraska Department of Health and Human Services (DHHS) Office of Economic Assistance is responsible for the development and administering of a CQI System for the Office of Economic Assistance. This position is responsible for overseeing the SNAP Quality Control team, which conducts federally required reviews of the SNAP eligibility process, and the Program Accuracy team, which conducts reviews of all Economic Assistance benefit programs. This position will be responsible for overseeing data related to Economic Assistance benefit programs, including the creation and visualization of data used to measure the quality and performance of the programs and operations to identify trends, weaknesses, and strengths and help leadership make informed decisions. This position will also be responsible for pursuing strategic initiatives related to IT solutions and the prioritization of IT needs.
Responsibilities:
- Plan, develop, and oversee the implementation of Continuous Quality Improvement (CQI) initiatives.
- Collect, analyze, and interpret data to support evidence-based decision-making and performance monitoring.
- Direct and conducts studies, case reviews, and research. Review findings and prepare reports and other publications to investigate and assess program and operational trends, issues, and program objectives and accomplishments.
- Develop and manage performance and system monitoring activities related to processes and outcome measurements.
- Pursue strategic initiatives related to IT solutions and prioritize the IT needs of the Office of Economic Assistance, including the development of Advance Planning Documents seeking federal approval and funding for IT solutions, including driving the strategy and planning of data needs for the Office of Economic Assistance.
Requirements / Qualifications:
Minimum Qualifications: Bachelor’s Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND two years of experience in a field related to the assigned program area including supervisory experience; OR a Master’s degree in any of the above mentioned fields. Experience may be substituted for the educational requirement on a year for-year basis.
Preferred Qualifications:
- Previous experience with quality improvement practices and tools.
- Experience with Economic Assistance programs.
- Familiarity with information and data systems.
- Proficiency in report writing, including graphical depiction of data.
- Ability to present complex information to diverse audiences.
- Strong group facilitation and process planning skills.
Other: Valid driver's license or the ability to provide independent transportation. Some travel may be required.
Principles of Continuous Quality Improvement (CQI) and performance measurement techniques; state and federal laws, policies, and standards governing Economic Assistance programs. Proficiency with multiple data formats with the ability to communicate data reports to a variety of audiences utilizing tabular and illustrative materials such as tables and charts; Proficiency in Microsoft Office and the capabilities and features of computers and associated applications software such as word processing, spreadsheets, and databases; Ability to summarize program/ project and administrative data into technical reports and presentations to exchange factual information from research analyses, findings, and conclusions; Ability to apply survey methods and techniques for analysis and interpretation of data.
