This person will be the primary point of contact for the Nebraska Department of Revenue's Cash Device enforcement program (skill based video gaming devices which pay money) as well as assist in the regulation of all other charitable games which include Bingo, Pickle Tickets, Raffles, and Keno.
This position is not involved with the regulation of the State's licensed racetrack casinos.
Examples of Work
1.
Be the primary point of contact for the public and licensees with respect to questions on cash devices.
This position also assists as needed with questions related to other charitable games.
2. Review applications and application materials submitted by licensees and potential licensees and exercise sound judgment in granting or denying applications.
3.
Provide direct assistance to the Department's team of law enforcement investigators, field inspectors, and legal counsel to determine compliance with applicable law and regulations.
4.
Assist in making recommendations for enforcement actions against those who commit violations.
5.
Participates in the implementation of changes to assigned programs; including communications to taxpayers, training internal staff, educational pamphlet design, etc.
6.
Develops internal and external educational presentations and information guides as well as application forms used by the Department.
7.
Investigates, analyzes, researches and presents proposed policies, processes, legislation, regulations and rulings in assigned programs.
Interprets and applies policy, regulations and procedures both within the agency and with the public.
8.
Participates in special projects as assigned relating to tax programs.
Qualifications / Requirements
REQUIREMENTS: Associate's Degree in: business, accounting, or related financial field and one year experience in tax program research and analysis; OR Increasingly responsible work experience in business, accounting, or finance may be substituted for the education requirement on a year for year basis, in addition to one year experience in tax program research and analysis.
OTHER: at the final selection step, in accordance with state statute Section 9-808, the Department will conduct background investigations which will include, but not be limited to, checks of police records, conviction records, national and statewide criminal records clearinghouse, and fingerprint.
It is a condition of employment with the Nebraska Lottery that an applicant will supply his or her fingerprints and complete a disclosure form for the purpose of conducting a background investigation.
Any individual convicted of any crime involving moral turpitude, fraud, theft, theft of services, and theft by deception and any individual whose constitutional rights have been forfeited and not restored will NOT be eligible for employment with the Nebraska Lottery.
Knowledge, Skills and Abilities
Knowledge of: Department of revenue programs, policies, procedures, processes, regulations and tax rulings.
Ability to: communicate effectively with a wide range of people, interpret state statutes and regulations, judge relative merits of arguments, and conduct research when necessary.
Skill in: presenting persuasive arguments, and customer service.
