Why does the job exist?
This position supervises the accounts payable unit within the Administrative Services Division. This position will be responsible for ensuring the Department of Finance and Administration is in compliance with rules and regulations related to the purchase of goods and services.
How does it get done?
This position will oversee the multiple functions of the accounts payable unit and may serve as the second level approver on transactions. Determines work procedures and methods, assesses workload, prepares work schedules, prioritizes assignments, and expedite work flow; Monitor productivity and quality by running reports in SHARE to identify improvements; Provides training and troubleshooting techniques to ensure documents are processed timely; Compiles data; prepares financial reports, spreadsheets, and summaries; reviews a variety of complex transactions that pertain to capital projects and federal grant awards; Ensures quality and timeliness of records, documents, and payments; Interprets and applies technical and specialized information found in contracts, regulations, policies, procedures, and other sources; Performs difficult reconciliation of complex financial transactions; Prepares and submits Board of Finance operating transfer draw downs. Prepares letters, reports, memorandum, and other written materials; Develops, reviews, analyzes, and implements existing or proposed accounts payable policies, procedures, and systems; advises on their impact and makes recommendations for change.

Ideal Candidate
- Extensive knowledge of New Mexico State Statutes related to purchasing, the New Mexico State Purchasing Division rules and policies and the Department of Finance and Administration (Manual of Model Accounting Practices
- (MAPS); have extensive experience in the SHARE Financial Accounting System or similar procurement and/or financial
Minimum Qualification
Bachelor's Degree in Accounting, Finance, Auditing or Business Administration and two (2) years directly related work experience in accounting, auditing, finance and/or budgeting. Substitutions Apply. See Substitution Table below.

Employment Requirements
- Chief Procurement Officer Certification REQUIRED.
- A Valid State ID or Driver's License.
Working Conditions
Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Ability to lift up to 25 lbs. Travel throughout the state and occasional out of state travel is required.
