Purpose of Position

Why does the job exist?
The position is responsible for preparing the Departments Appropriation Request and Operating Budget on a yearly basis. This position creates monthly budget projections by analyzing complex projection data from multiple funding sources; assists with the preparation, processing, and operation of required budget functions; knowledge of various state and federal requirements as they relate to the departments operating budget. This position is responsible for ensuring the accuracy, completeness, and timeliness of the Appropriation Request, Operating Budget, Budget Adjustment Requests (BARs) for the Department as well as preparation of the monthly budget/payroll projections. Provides detailed information to Executive Management on the impact of budgetary developments and decisions regarding operations and programmatic activities for the department. Must have knowledge and experience in preparing external Budget Adjustments Requests (BARs); OPBUD-3s; OPBUD-4s; Budget Request Forms; Allotment Request Forms, Deficiency, Supplemental Appropriation or Special Appropriation forms. The incumbent must research and compile appropriate supporting documentation for all budget adjustment requests submitted; prepare federal grant reconciliation worksheets, DFA BAR forms and other required forms needed to meet DFA requirements. This position supervises four full time employees, acting upon leave requests, conducting annual performance evaluations and recommending disciplinary actions. Interviewing and recommending selection of applicants and conducting training of personnel.
How does it get done?
In coordination with the Administrative Services Director (ASD), prepare the fiscal year Appropriation Request and Operating Budget to include base expansions, supplemental and deficiency requests when needed. This position works closely with all departments Division financial managers to ensure monthly budget projections are accurate and reflect the latest expenditures. The position is responsible for performing budget tracking activities, bi-weekly payroll projections and realignment of budget requests. This position reconciles expenditures to budget to reflect an accurate budget status throughout the fiscal year to ensure budget availability.
