Purpose of Position

Why does the job exist?
To oversee DWS Financial Management and Accountability by ensuring the departments revenues and budget are spent in accordance with Department of Finance Administration standards, Federal requirements and monitor the department's financial activities.
How does it get done?
This position will oversee the day to day operations of the Accounting Services Division, Financial Control Division, Budget/Revenue Division, Project Oversight Division, Procurement Division and Building and Grounds. This position is also responsible for all other aspects of managing the DWS budget, including but not limited to monthly budget projections, submission of the Specials, Supplementals, and Deficiency, and all DFA Budget Planning Documents. These financial activities can include analyzing financial statements and reports. In this capacity, the Director supervises the Grants & Budget Manager, Finance and Accounting Manager, and the General Services Manager and to provide oversight, guidance and direction to each of the Department's divisions/facility director/administrators, finance staff and program managers. The Director is responsible for working with the department leadership to monitor ongoing budget performance, federal grant management and internal auditing; hiring, organizational structure of Bureaus, policy decision making, accounting and finance decisions related to financial health of the department, process improvement decisions that affect both ASD and other program areas.

Ideal Candidate
Preferred candidate will have strong financial experience in government programs and grant funding; proficiency in Excel and database programs for tracking.
Skills in organizing and presenting information effectively, both orally and in writing;
Experience managing teams and solution-focused approaches to problem solving;
Skills in managing multiple competing priorities;
The ability to develop and maintain effective relationships and work collaboratively with peers, state and local governmental officials and the public;
Experience with leadership principles and how to effectively interact with various leadership styles;
The ability to effectively direct and organize complex program activities with multiple organizations, sections, and geographic locations;
The ability to effectively identify problems and develop appropriate solutions;
Experience researching advanced technologies and approaches regarding best practices in the field.
Minimum Qualification
A Master's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Executive Order 2021-066 requires all employees with the State of New Mexico to provide either proof of COVID-19 vaccination (including proof of a booster dose of vaccine by January 17, 2022, or within four weeks of becoming eligible for a booster dose) or proof of a COVID-19 viral test every week.
The Public Health Order (on Vaccination) dated December 2, 2021, requires Congregate Care Facility Workers and Hospital Workers to have received a primary series of vaccination by October 6, 2021, and a booster dose of vaccine by January 17, 2022, or within four weeks of becoming eligible for a booster.
