Why does the job exist?
The Financial Coordinator - Supervisor will:
- Coordinate the financial activities of the Child Support Services Division's (CSSD) $33 million budget;
- Oversee the management of accounts payable, budget and contracts for CSSD;
- Reconcile expenditures and revenues for the federal IV-D program grant and incentives, as well as NM general funds and The Temporary Assistance to Needy Families( TANF) recoveries and fees;
- Oversee three staff who will provide the technical, professional and administrative work for 15 field offices and Central office with over $10 million in expenditures and approximately 20 contracts, which requires the formulation and direction of fiscal management functions for the New Mexico CSSD program;
- Conduct analysis and serve as the specialist in the evaluation of CSSD's financial budget, quarterly financial reporting and approved budgets;
- Ensure the program has accounting methods and procedures in place and the internal framework to safeguard financial appropriations;
- Lead on all audits pertaining to the CSSD budget and financial activities.
How does it get done?
The Financial Coordinator - Supervisor is responsible for:
- Overseeing the financial activities for CSSD;
- Overseeing the divisions budget and financial transactions;
- Providing oversight on the accuracy of the financial documents and budget projections;
- Developing and coordinating the financial process by reviewing and processing financial documents during the research and development of the annual budget requests;
- Coordinating efforts with The Administrative Services Division (ASD) to assist and provide all requirements involved with audits concerning CSSD financial processes and activities;
- Resolving budgeting issues;
- Approving financial transactions;
- Developing and enforcing proper financial processes for the division;
- Overseeing the Personnel Services projection worksheet;
- Preparing Budget Adjustment Requests (BAR) as necessary;
- Participating in division budget meetings and Grant Program meetings;
- Validating assigned expenditures and projections;
- Ensuring accurate and timely recording and reporting of the division's financial information;
- Ensuring that accounting and budgetary errors are promptly corrected in SHARE;
- Auditing necessary journal vouchers and combo code changes;
- Providing guidance on financial matters to staff, division directors or other operational staff;
- Providing guidance and training in financial reporting and budget projections;
- Keeping staff informed of changes to DFA rules and HSD, ASD policies and procedures;
- Developing and implementing procedures for accounting methods and compliance with DFA and agency policy;
- Verifying fiscal management practices and assuring that uniform grant management practices are adhered to and in compliance;
- Maintaining financial records and documentation;
- Checking the status of financial transactions daily;
- Processing required reports and reconciliations;
- Providing quality customer service to internal and external customers;
- Managing and supervising staff;
- Manage personnel such as recruiting, hiring, training, evaluating and supervising employees;
- Providing, establishing, monitoring and giving feedback on goals with employees;
- Mentoring employees;
- Providing clear and well organized presentations;

Ideal Candidate
The Ideal Candidate has experience:
- Assessing fiscal accountability to manage appropriations for CSSD in regards to maintaining the budget and ensuring required systems are in place and in compliance;
- Determining how best to create a budget to ensure that the needs of the field and central offices are being met while moving the division forward in the mission to modernize child support;
- Maintaining fiscal stability with the ever changing federal funding and incentives based on performance, as well as unforeseeable costs, while ensuring the division has the ability to continue it's progression into child support modernization;
- Multi-tasking responsibilities;
- Prioritizing to meet deadlines and create required work products;
- Working in collaboration with a variety internal and external entities.
Minimum Qualification
Bachelor's degree in Finance, Accounting, Economics, or Business Administration and six (6) years of directly related experience in budgeting, accounting and/or auditing. Substitutions apply. See Substitution Table below.

Employment Requirements
Must possess and maintain a valid Driver's License.
Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
