Why does the job exist?
This position will support the day-to-day functions and mission critical endeavors of the Resource Protection Division, including employee development of approximately 146 Full Time Equivalents (FTE)s to ensure regulated waste, including hazardous and infectious waste is properly managed and disposed and to remediate and monitor New Mexico's soil and water quality which affects our future and economy.
How does it get done?
The Deputy Director will develop Division and Bureau Strategic Plans, develop and oversee implementation of Division-wide strategies and efficiencies measures. The Deputy Director position will support the operational needs of the Department while increasing capacity of the Division Directors to advance key environmental and public health initiatives. The incumbent will support Division operations across all Bureaus to provide continuity of leadership and operations by managing the Division when the Director is out of the office and the Director position is vacant. In addition to these general job responsibilities, the Deputy Director will also develop, implement, and report on Performance Measures for Division and Bureaus; liaise with Administrative Services Division (ASD) for travel, HR actions, procurement and other administrative and financial tasks; develop data management and IT solutions to manage workflow and improve operations; develop and implement standard operating procedures that are consistent throughout the Division; develop Division budget (in coordination with financial managers), contribute to, review and approve Bureau budgets; lead reporting and requests from programmatic side to Department of Finance and Administration and Legislative Finance Committee through close coordination with ASD; ensure Federal and other grants, special revenue funds and other funding sources are properly managed; seek additional resources when needed, including third party grants and assistance from academia; review and approve contract documents; lead and approve hiring, hiring packages and other personnel documents; lead progressive discipline actions and enforcement of personnel requirements; supervise Bureau Chiefs and prepare, review and approve Division staff evaluations; review and approve in-state and out-of-state travel requests and reimbursements.

This job is done for all New Mexicans to protect and restore the environment. This position may have occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations. This position will have contact with internal staff as well.

The candidate will posses exceptional leadership/management skills with experience in implementing the Laws and Regulations and knowledge of permitting and compliance. The ideal candidate will have experience in managing environmental programs, complex budgets, and staff. The candidate must be a self-starter who is well organized, able to communicate proficiently, and effectively and possess strong writing skills. The candidate must be able to work in a high paced office and telework setting, follow direction, anticipate organizational needs, be capable of meeting short deadlines, and be proficient in long-term planning. The candidate will provide leadership in environmental stewardship by meeting regulatory requirements and making use of best technologies for protecting resources, and strategically manage the allocation of resources to achieve customer and community expectations.
Minimum Qualification
A Master's Degree in any field of study from an accredited college or university and ten (10) years of executive level experience with a heavy strategic/functional strategy impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment. In state and out of state travel may be required.
Working Conditions
State of New Mexico employees may be impacted by the Public Health Order dated August 12, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.
In addition, employees working in State correctional facilities who have the potential for direct or indirect exposure to inmates are required to be vaccinated against COVID-19.
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some travel may be required. Ability to lift up to 50 lbs.
