Why does the job exist?
Office of Broadband Access and Expansion (OBAE) is administratively attached to the New Mexico Department of Information Technology(DoIT). OBAE's vision is to Achieve bold, affordable broadband solutions for New Mexicans that honor the state's rich heritage and elevate quality of life for all. OBAE is tasked with developing grants, broadband projects, technical assistance programs, digital equity programs, and other relevant programs to support funding federal and state objectives.
The State Funds Coordinator is central person who develops, monitors, maintains, forecasts, studies, models, tracks state funds financial reporting for OBAE. OBAE relies heavily on subject matter expert contractors to assist with program development, GIS mapping, federal applications, and general process development. The State Funds Coordinator will be the primary person to draft new contracts and amendments for OBAE and work with DoIT's ASD team to get contracts processed. The State Funds Coordinator is a subject matter expert that OBAE leadership heavily relies on to track state funding accounts, be the liaison between DoIT ASD for contract process, process invoices, secure purchase orders, and help leadership make large scale finanial decisions.
How does it get done?
1. Maintain Financial Reporting and provide Budget Analysis
- Identify funding sources, including the multiple state funds and special grant funds
- Perform budget analysis between the various State fund sources
- Calculate burn rates Connect New Mexico Fund specific projects, personnel and combo codes
- Work with OBAE staff to automate financial reporting tools
- Monitor fund deadlines and make recommendations for program funding sources changes based on reports
- Serve as an expert on programmatic allowable and unallowable expenditures for State fund CNMF Notice of Funding Opportunities from each program
- Make recommendations and advise Operations Manager and OBAE leadership in fund selection for projects, provide analysis, projections, and determinations of which funds are appropriate for
- Assist Compliance Manager in developing and reporting financial reports compliant with Connect New Mexico Council Rules
- Assist Compliance Manager in developing and reporting state reports compliant with procurement code, tax code, severance tax bond requirements, and other applicable NMAC and statute
- Develop and deliver financial reports on as needed basis for the legislature, governor's office, yearly strategic plans and other Stakeholders as required
2. Contracts
- Support OBAE with contracts in accordance with procurement code requirements
- Write contracts on Professional Services Template or IT Template as needed
- Assess and review timelines for broadband procurement to accurately capture infrastructure project timelines
- Collaborate with OBAE leadership and DoIT ASD to complete contracts packet prior to submission to oversight agencies
- Monitor contract timelines, expenditures, IPR and track encumbrances and expenditures
- Make recommendations for timeline amendments
- Work closely with Project Managers
- Assist OBAE staff with white papers
3. Grants
- Assist OBAE Staff in Financial Analysis related to grant applicants
4. Other duties as assigned

Ideal Candidate
- Strong budget analysis background to include state, federal, and grant sources of funds
- Demonstrated Experience with state contracting process and procedures
- Demonstrated Experience with drafting contracts
- Experience with using invoicing reporting and tracking tools
- Demonstrated performance with presenting financial data both verbally and in writing to high ranking officials
Minimum Qualification
Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting and/or auditing. For use at the State Investment Council Only: any budgeting, accounting and/or auditing experience is acceptable. Substitutions apply. See Substitution Table below.

Working Conditions
State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs. Occasional travel for meetings required.
