Why does the job exist?
The position will reduce the potential for leaks of regulated substances from aboveground and underground storage tank that could possibly end up contaminating ground or surface water in New Mexico and the person performing the job. The incumbent will conduct inspections of storage tank systems regulated under Title 20 Chapter 5 of the New Mexico Administrative Code.
How does it get done?
- Implement the requirements of the Petroleum Storage Tank Regulations (20.5 NMAC) and guiding federal regulations, and national codes and standards, and the technical aspects of petroleum storage tank systems.
- Conduct on-site inspections to oversee installations, modifications, and repairs along with closures conducted by certified installers or contractors.
- Review required records to ensure leak detection monitoring is being conducted and equipment is being periodically tested as required.
- Utilize a laptop to create inspection reports with other associated documentation after the inspection is conducted.
- Educate owners and operators on the regulatory requirements for storage tank systems.

- New Mexicans to protect and restore the environment.
- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations.
- Internal staff.
Ideal Candidate
- Familiar with petroleum storage tank systems including ancillary equipment as well as the applicable regulations, and codes and standards or at a minimum.
- Mechanically inclined and able to learn.
- Has strong communication skills that support educating tank owners and operators to achieve compliance with the regulations.
- Works well independently, is diligent with documentation, and is organized.
- Regulating or installing, modifying, or repairing petroleum storage tank systems, construction industry, or environmental regulations.
Minimum Qualification
Bachelor's degree in Physical, Natural, or Environmental Science, Soil Science, or Engineering and two (2) years of experience in public/environmental health, environmental science, Air Quality Management, Biology, Engineering, Chemistry, Geology, Hazardous Waste Management, Wildlife Management, and/or Water Resources Substitutions Apply. - If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License and Defensive Driving Certificate. Must have or complete OSHA HAZWOPER training within a reasonable time frame after hiring.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required. A majority of the Inspection of Storage Tank Facilities in the field which could be in rural areas of the states and in industrial settings.
