The purpose of the accountant position is to function as a Supervisor over six Accounting Technicians in the Accounting Financial Management section. This position manages daily full cycle Accounts Payable operations of the technicians in a fast-paced team environment. This position ensures accurate and timely processing of accounts payable invoices including, but not limited to monthly rents, utilities, debt setoff, positive pay transactions, worker's compensation, TPA fees, employee travel reimbursements, ITS telephone bills, motor fleet payments, daily check runs, DSH payments, contract payments, divisional reclasses, general ledger activity, matching purchase orders and direct invoices. This position provides supervisory leadership and guidance to staff on payment functions and how they correlate with the Department's Divisions as well as for staff within the Controller's Office and other State and Local Government Agencies. This position also maintains strong knowledge of NCAS modules and operations. This position is a primary go to for assistance in keying, training, and correction entries in NCAS. This position is responsible for developing work plans, setting work priorities and monitoring work performance throughout the year for subordinate staff while adhering to policies and procedures. Also assist in various other accounting duties. This position establishes and maintain working relationships with a broad range of constituencies including business owners, state officials and others. Must maintain proficient in Windows application (Word and Excel) Strong Analytical abilities and results oriented. This position assist in management and implementation of processes to improve accounts payable and general accounting efficiencies and controls. This position can oversee all the accounting functions of accounts payable, including but not limited to vendor relations, voucher processing and setting check runs. Provide leadership and assistance to all operational areas in AFM. Support and assist all levels of DHHS management in areas affecting the AFM unit. Thorough understanding of the Department's Cash Management Plan as well as State Cash Management policies and procedures. Understand and operate transactions within the guidelines of the Department of State Treasurer Core Banking system.
