What are the responsibilities and job description for the HPP Grant Strategic Planner position at State of North Carolina?
This position is responsible for grant-related strategic planning for all functions of the Healthcare Preparedness Program (HPP). This will include reviewing the funding opportunity announcements, preparing grant applications, completion of mid-term and final progress reports and ensuring that all federal and state grant requirements are completed, to include the Hospital Preparedness Program Cooperative Agreement, the Emergency Medical Services for Children State Partnership Program, and all supplementary grants associated with disaster response and infectious disease outbreak response as applicable (e.g. CARES ACT, EBOLA Supplement, COVID Supplement, etc.).
Additional job duties include:
* Ensuring that grant applications, to include annual grant documents for continuation of funding and semi-annual federal progress reports, are completed accurately and timely based on set deadlines.
* Preparing and ensuring compliance with state and federal audit reports on an annual basis.
* Attending and coordinating, as appropriate, state and regional State Medical Response System (SMRS) operational planning meetings for response units within the state program and the healthcare preparedness regions.

The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.
* Thorough knowledge of federal grant administration and required reporting to include documents needed for audit inquiries.
* Strong knowledge of Microsoft 365 Suite of Products (specifically Outlook, Teams, Excel & Word) and Open Windows application or equivalent.
* Ability to review a proposal or manage a project with understanding of the overall scope and goal of each sponsored project.
* Ability to handle multiple concurrent projects in a deadline-driven environment.
* The ability to provide consistent, concise, clear and accurate information in a professional manner is critical since the consequences of errors are significant.
* Ability to effectively establish and maintain cooperative working relationships within a diverse environment.
* Ability to coordinate webinars and training sessions remotely.
* Ability to work under time-sensitive deadlines with minimal supervision.
* High level of initiative, attention to detail and exceptional organizational skills.
* Visual attention, mental concentration, and the ability to stay on task are critical.
Management Preferences:
* Grant Administration experience.
Bachelor’s degree from an appropriately accredited institution and four years of experience in personnel, budgeting, research or administrative management;
or
