State Crime Laboratory -- Helping Solve Crimes

The State Crime Laboratory of the Department of Justice maintains a full service forensic science laboratory to assist all law enforcement agencies in North Carolina in the investigation of criminal matters. The Laboratory’s mission is to provide state-of-the-art forensic services in the areas of drug analysis, blood alcohol/drug content, firearms, latent prints, footwear and tire tracks, forensic biology, computer forensics, and trace evidence. The services are provided from a central laboratory in Raleigh, N.C. and regional laboratories located in Edneyville, N.C. and Greensboro, N.C. This position is located in Raleigh N.C.

The primary purpose of the Evidence Control and Administrative Services Section is to receive evidence from law enforcement agencies; distribute the evidence to the assigned forensic analyst; and upon completion of the examination by the analyst, return the evidence to the submitting department. The Unit is responsible for the timely flow and tracking of each case ensuring integrity and accountability of each piece of evidence. Testimony to the chain of custody is rendered in court proceedings when needed.
The primary purposes of this position include:

LABORATORY TECHNICAL SUPPORT
The Laboratory Technician will provide technical support to one or more Laboratory sections. Based on the section(s) assigned, the duties and responsibilities of the Technician may vary.

The Laboratory Technician will assist the Drug Chemistry Section with a variety of collateral duties.  This position will help triage incoming cases, manage priority cases and create batches of evidence.  They will also help analysts prepare cases for return.

The Laboratory Technician will assist the Toxicology Section with a variety of collateral duties.  This position is responsible for the inventorying of DWI kits received in the Laboratory. The kits will be opened and the items inside will be entered in the laboratory information system, Forensic Advantage. Any associated paperwork received with the kit will be scanned into the system as well.  This position is also responsible for clarifying any issues with DWI submissions.  The Laboratory Technician will be responsible for repackaging evidence associated with non-DWI cases and transferring them to Evidence Control for return to the submitting agency.  The Laboratory Technician will be responsible for destroying Toxicology evidence that meet legal and procedural criteria, documenting the destruction in Forensic Advantage.

The Laboratory Technician will be responsible for assisting Evidence Control and their designated Laboratory sections with their evidence inventories. Evidence must be inventoried twice annually in the Evidence Control Section, and once annually in each Laboratory section. These inventories will consist of a 100% evidence check. The Laboratory Technician shall assist and train officers in proper evidence packaging, identification and submission requirements. The Technician may also be asked to present this information to other groups during classes, workshops or conferences.

EVIDENCE INTAKE, DISSEMINATION AND RETURN
The Laboratory Technician receives evidence in criminal cases from law enforcement officers across the state. The Technician is responsible for reviewing the submission form and evaluating the analysis requested to determine if it meets the Laboratory’s acceptance criteria. The Technician inventories each item of evidence to ensure accountability upon receipt; the Technician must ensure the integrity of evidence while items are in their possession.

Selected candidate will undergo and must successfully complete a comprehensive background investigation which may take several months to complete. The background investigation includes: credit and arrest checks; interviews with associates, personal and business references, past employers and neighbors; verification of education achievement, and urinalysis drug screening and polygraph.

Out of state applicants may be required to return to the lab several times at their own expense.

The salary grade for this position is NC06.  State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position.  Please detail ALL work history including non-state service experience.  If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY or MAY NOT result.

1. Knowledge of evidence handling rules and/or experience in forensic laboratory environment.
2. Knowledge of chain of custody rules.
3. Ability to establish and maintain favorable working relationships with other law enforcement agencies and officers.
4. Ability to plan and organize a work area.
5. Ability to solve problems.
6. Ability to communicate effectively with staff, a variety of law enforcement officers and court officials.
7. Ability to communicate observations and recommendations effectively in written and oral form.     High school or General Educational Development (GED) diploma and three years of experience in law enforcement support activities which includes evidence and handling protocols, or an equivalent combination of education and experience.

Management preferences: Experience with handling evidence. Experience with basic biological or analytical techniques.Please be sure to complete the application in full.

Credit for foreign degrees will only be given if verification of degree certification is attached to your application.  Transcripts for foreign degrees have to be evaluated by an organization like World Education Services to determine US equivalency.

Applicants seeking National Guard Preference must attach a NGB 23A (RPAS) if you are a current member of the NC National Guard in good standing.  If you are a former member of the NC National Guard who served for at least 6 years and was discharged under honorable conditions, you must attach either a DD256 or NGB 22.
