The Applications Systems Specialist/.Net Developer will help design, develop, and support complex enterprise business solutions for the North Carolina Alcoholic Beverage Control Commission (ABC Commission). The ABC Commission’s suite of custom applications is primarily comprised of Microsoft technologies such as ASP.NET MVC, SQL, Server and SharePoint. A strong focus of this position will also be to help modernize current architecture and platforms.
Duties include, but are not limited, to:
- Design and develop complex .NET applications and modify existing systems
- Work in collaboration with other developers to produce quality solutions
- Work with business analysts and business SMEs to elicit and gather requirements, write specifications, and test plans
- Produce deliverables for all phases of the standard development life cycle from functional requirements through final implementation and production support

Applicants must meet both the Education Requirements and ALL Knowledge, Skills and Abilities (KSAs) listed below in order to qualify. Qualified applicants must submit an application that CLEARLY REFLECTS work experience that demonstrates the following:
- 5 years’ experience in full-stack web application development using Microsoft technologies such as C#, ASP.NET MVC, ASP.NET Web API’s, IIS, and SQL Server
- 3 years’ experience using LINQ, Entity Framework and SQL0
- 3 years' experience using HTML, CSS, jQuery, and Bootstrap
- Excellent oral and written communication skills, including the demonstrated ability to work directly with non-technical clients to elicit and refine business objectives and translate these requirements into technical specifications
The following Management Preferences are not required, but applicants that possess these skills are preferred:
- Experience using Azure DevOps
- Experience using Git code repositories
OR
Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development; or an equivalent combination of education and experience
OR
High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development
OR
An equivalent combination of education and experience
