OPRAS Mission Statement:

The mission of the Office of Product Regulation and Actuarial Services (OPRAS) is to provide consumer protection and assure compliance with all applicable insurance laws and regulations through the review of insurance product policy forms and verification that premium rates are actuarially sound.

OPRAS is seeking one developmental level contract analyst. This position is considered entry level and requires analytical skills, a good working knowledge of Excel and the ability to manage multiple assignments. The ideal candidate will have exposure to insurance practices governing life, health and annuity insurance products.

The Insurance Contract Analyst 2 position is important to our mission. OPRAS is seeking a candidate to assist in the day-to-day work of the division.

  • Working with Life and Health insurance products to expand your knowledge and understanding of policy language
  • This position would be the initial contact with insurance companies in the filing process
  • Providing consumer protection through the review and analysis of policy language

What You'll Do:

As an Insurance Contract Analyst 2, your key responsibilities would include but are not limited to:

  • Assigning form and rate filings to the appropriate reviewers;
  • Analyzing entry level policy form submissions for compliance with state and federal laws and policies;
  • Notifying insurance companies of compliance issues with their proposed policies and other forms, providing necessary information to the filers, and approving forms for use in Ohio; and Creating and maintaining OPRAS databases using advanced or complex functionality or tools

Opportunities for potential advancement. Unless required by legislation or union contract, the final candidate can expect to be paid at the lowest step in the pay range (step 1). As an Insurance Contract Analyst 2, you will receive a raise after six (6) months and yearly step increases until you reach the top level of the pay range. There may also be possible cost of living adjustments (COLA) and longevity supplements begin after five (5) years of state service.

This position is designated as telework eligible. The agency has a hybrid work model (i.e., working in the office and working from home on a schedule based on operational need). As such, successful candidates must have and maintain internet at their remote location during normal working hours. In addition, employees must reside in Ohio and within a reasonable distance from the Department location to respond to workplace reporting requirements.

Qualifications


Completion of undergraduate core program in insurance, business or mathematics; 2 years experience in insurance field working with insurance contracts (e.g., health; life; annuities; personal lines; commercial lines) pertinent to assigned division (e.g., for positions in managed care division, experience must be in managed care field, for positions in property & casualty division, experience must be in property & casualty field, for positions in life & health division, experience must be in life & health field); 6 months experience in operation of personal computer or mainframe computer.

Or 4 courses in insurance pertinent to assigned division (e.g., for positions in managed care division, courses must be in managed care field, for positions in property & casualty division, courses must be in property & casualty field, for positions in life & health division, courses must be in life & health field); 3 years experience in insurance field working with insurance contracts (e.g., health; life; annuities; personal lines; commercial lines) pertinent to assigned division (e.g., for positions in managed care division, experience must be in managed care field, for positions in property & casualty division, experience must be in property & casualty field, for positions in life & health division, experience must be in life & health field); 6 months experience in operation of personal computer or mainframe computer.

Or 4 years experience in insurance field working with insurance contracts (e.g., health; life; annuities; personal lines; commercial lines) pertinent to assigned division (e.g., for positions in managed care division, experience must be in managed care field, for positions in property & casualty division, experience must be in property & casualty field, for positions in life & health division, experience must be in life & health field); 6 months experience in operation of personal computer or mainframe computer.

Or 2 years experience as Insurance Contract Analyst 1, 66741, in assigned division (e.g., for positions in managed care division, experience must be in managed care division, for positions in property & casualty division, experience must be in property & casualty division, for positions in life & health division, experience must be in life & health division).

Or equivalent of Minimum Class Qualifications For Employment noted above.


Knowledge of insurance practices governing assigned division (e.g., property & casualty division or life & health division or managed care division); federal & state laws, regulations & standards & agency policies & procedures governing insurance operations of assigned division; statistics; employee training & development*. Skill in operation of calculator; operation of personal computer or mainframe computer. Ability to define problems, collect data, establish facts & draw valid conclusions; read technical literature of concrete nature; gather, collate & classify information about data, people or things; handle sensitive inquiries from & contacts with officials & general public; communicate both verbally & in writing. (*)Developed after employment.
