Introduction
\r\nThis position is open only to current OHCA Staff and/or contractors. \r\nPosition Description:\r\nFacilitates streamlined operations of the Medicaid Enterprise System units in alignment with OHCA and other Oklahoma Medicaid partners’ business objectives. Plan, coordinate, direct and design Medicaid Management Information Systems Enterprise-related activities promoting innovations while organizing and negotiating allocation of personnel and funding resources. Benchmark, analyze and make recommendations for the improvement and growth of the MMIS Enterprise infrastructure and related system based on the Medicaid Information Technology architecture (MITA) maturity model, Seven Standards and Conditions and other standards. Directly supervises and provides counsel and mentoring for a multidimensional staff of Systems Analysts, Business Analysts and System Engineers to ensure their readiness to take on more advanced project responsibilities in the future.� \r\nPRINCIPLE ACTIVITIES:� \r\n- Directs activities including assessment and written recommendation for any needed MMIS changes, facilitation of requirements analysis, review of requirements, lead application development, mentor staff on the design of test plans and scenarios, supervise testing and implementation, review and MMIS certification processes (with CMS). \r\n- Provides consultation and guidance to executive management within state agencies on controversial or complex issues as it relates to the entire MMIS Enterprise System.\r\n� \r\n- Collaborates with other internal and external teams to achieve desired outcomes by influencing and leading others in today’s changing health care environment.\r\n�\r\n- Identifies and evaluates technical and business needs, provides technical alternatives, recommends solutions and assigns BE project leads in implementation.\r\n- Consistently considers a global, big-picture consideration of all stakeholder interests. \r\n- Manages and acts as consultant to staff as they participate in solution design and solution integration activities; adhere to system design and core engineering principles, coordinate testing activities in regard to the MMIS Enterprise and other Agency initiatives, including data modeling, workload and benchmark testing, integration, performance and capacity testing; participate in solution implementation and deployment activities, coordinating closely with all affected state agencies, federal agencies, provider community and contractors.\r\n- Represents, directs and consults, as subject matter experts for the state Medicaid agency as witnesses before the court, to State and Federal auditors, on various internal and external working committees and boards, and at local and national conferences related to all areas of the MMIS Enterprise, with primary focus on Adjustments, Call Tracking/CTI/Recordings and CMS Supervisory Reporting, Child Health, Claims, ClaimCheck, COLD, Disaster Recovery for MMIS, Electronic Data Interchange, Financial, Level of Care, Managed Care, MAR, PASSR, Prior Authorization, Program Integrity, Provider and Electronic Provider Enrollment, Web Portals, Business Associate Agreements, Internal/External Data Exchanges, Reporting, RA’s. \r\n- Consults with clients, vendors, internal groups as well as other state agencies to ensure adherence to pre-defined specifications, smooth deployment of applications and completion of project deliverables.\r\n- Provides expert advice and recommendation on integrating the MMIS with other business enterprises of equivalent complexity within the Oklahoma Health Care Authority. Work includes the development of new theories, concepts, principles, standards, and methods in technical policy, and planning, and advising other technical experts from other state agencies and within the agency on a variety of situations and issues including Medicaid Information Technology Architecture (MITA), service-oriented architecture (SOA) and improved business processes.� \r\n- Provides expertise including analysis, product and services implementation, training and support of clients consisting of state agency staff and contractors, as well as the provider community.\r\n- Builds and strengthens relationships with state agency clients as well as external clients by supporting their initiatives, requests and facilitating problem resolution. Builds and strengthens the relationship with the Fiscal Agent to ensure smooth deployment of applications and completions of project deliverables.\r\n- Demonstrates personal initiative and leadership, ability to coach, mentor and supervise staff and ability to execute multiple individual and staff efforts effectively. Provides project leadership and coordination of technical projects for business implementation.\r\n- Plans and consults in the system replacement process and in all MITA activities within the areas of expertise.\r\n- Plans and assists in the management of budgetary items and requests for functional areas.\r\nTRAVEL: \r\nThis position will require some travel both by private vehicle and public conveyance.\r\nSUPERVISORY RESPONSIBILITIES:� \r\nThis position will supervise a multidimensional staff consisting of System Analyst IV Managers, System Analysts/Planning Specialists I, II and III as well as contracted Business Analysts. Also, this position will provide oversight to contracted System Engineers.\r\nKNOWLEDGE AND BACKGROUND REQUIREMENTS\r\nQUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. MINIMUM QUALIFICATIONS
- Bachelor’s degree in Information Technology or a closely related field with 24 hours of IS course study AND\r\n- Seven (7) years of MMIS program experience, validating, enhancing, and testing system accuracy, experience in business processes, analyses, and/or project management. Experience analyzing data reports, conducting assessments, documenting processes, and making recommendations to staff AND\r\n- Two (2) years of supervisory experience OR\r\n- An equivalent combination of education and experience totaling 11 years. \r\nPREFERENCE MAY BE GIVEN TO CANDIDATES WITH:� \r\n- Analysis and/or design of a health care related system\r\n- Analysis and implementation of a major system modification\r\n
