Position will work with existing staff to coordinate and facilitate the implementation of agency transition efforts within support services. Responsibilities will include assessing and coordinating facility needs and coordinating logistics of potential staff relocations. This position will also assess and coordinate mailroom activities to ensure uninterrupted service to both the future Department of Environmental Services and Department of Public Health. After July 1st, 2024, this position will become the Director of the Division of Support Services within the Department of Environmental Services. Under limited supervision, this position will work with all program areas to include special projects/building and planning, construction, facility and vehicle maintenance, inventory control and asset accounting, motor vehicle management, central mail distribution, courier services, property and risk management, and central supply distribution. Reports directly to the Chief Financial Officer of the South Carolina Department of Environmental Services.

Directs and develops managerial staff in the functions of implementation of programs within the division and agency program areas. Incumbent is involved within the division’s program areas, regarding major issues and reviews and modifies processes in central supply, motor vehicle, mail, inventory control and asset accounting, risk management, and leases. Provides leadership and direction for a diverse range of employees.

Participates in the management decision making and serves as primary liaison to the Department of Administration’s Office of General Services, Materials Management Office, Property Management, State Building Services, State Energy Office, Facilities Management, Construction and Planning, Surplus Property, State Fleet Management. Reviews legislative proposals related to Support Services and provides consultation and interpretation of rules, regulations, and policies. Monitors the division budget and provides direction and reviews efficiency for effective use of agency funds

Assures agency compliance with existing laws, regulations, policies, and procedures. Provides guidance in developing the division’s written policies and procedures related to all programs areas within Support Services. Monitors and implements control procedures throughout the agency to ensure compliance with existing state and federal regulations related to Support Services.

Provides technical assistance to Support Services staff and agency management personnel. Provides information and reports for agency annual reports and regulations.

Performs other duties as assigned.
A bachelor's degree and five years of relevant program management experience in facilities management, fleet management, and/or inventory and supply management; or an approved equivalency based on education and years of experience.
Incumbent works under limited supervision and will exercise independent judgement and discretion. Directs and coordinates, through subordinate supervisors, activities to support the agency’s primary mission.
Occasional overnight travel may be required. Position may be required to respond to after hours, evening, and weekend calls as needed. May be required to participate in emergency response events.
This position is part of the South Carolina Department of Environmental Control’s Bureau of Business Management, Support Services . The work performed supports DHEC’s mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Environmental Services created by Senate Bill 399 which provides for the creation of the Department of Environmental Services to assume the environmental-related functions of DHEC.
DRIVING RECORD: If this position requires the applicant to possess a valid driver’s license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.
