Gathers, compiles, and synthesizes information for technology processes or systems. Makes recommendations or assists in making recommendations for development or enhancement of existing system. Analyzes business user needs to assess technical feasibility and solutions. Translates business requirements into functional specifications. Involved in the systems life cycle to include designing, testing, implementing, maintaining and supporting software, testing, etc. Assists with development of technical designs, specifications, and options for technical solutions. Work in a team environment to implement, maintain and provide technical support for Public Health specific applications as assigned. Assists in the management of system development activities defined by an agency’s System Development Life Cycle. Ensure systems integrate seamlessly with agency Electronic Document Management System (EDM) and Geographic Information Systems (GIS). Adheres to Information Technology application development standards.Develops technical documentation (designs, specifications, processes, workflows) and communications. Assists with simulations or recreations of user problems to resolve operating difficulties and identify problems. Assists in creating and executing procedures that ensure that all systems, products and services meet agency standards and end-user requirements.Assists with analyzing current processes and procedures to create future configurations which lead to gains in efficiency and cost savings. Assists in the identification of test scenarios and their execution to ensure proper system operation and freedom from defects.Prepares flowcharts, block diagrams, and other documentation to illustrate programs and procedures. Prepares user documentation including user manuals. Provide appropriate administrative documentation/project communication.
EXAMPLE OF DUTIES
State Minimum Requirements: A high school diploma and experience in computer system development and modification. A bachelor's degree in a related area may be substituted for the required work experience. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.Agency Additional Requirements: Bachelor’s degree in computer science or related field and one (1) year of applicable software development experience; or associate degree in computer science, computer technology, or a related field and two (2) years of applicable software development experience; or a high school diploma and four (4) years of experience in software development and modification.Moderate knowledge of capabilities and intricacies of information systems.Ability to understand and carry out moderately complex technical instructions and requests.Moderately complex ability to analyze and reduce to logical order complex technical data.Ability to communicate in a clear and concise manner.
