This position is located in the Brownfields and Dry Cleaning Programs Section of the Site Assessment, Remediation and Revitalization Division (SARR) of the Bureau of Land and Waste Management. The individual will be responsible for  assisting in the implementation of SC's Brownfields/Voluntary Cleanup Program. The individual will also assist with the administration of a program to meet the requirements of the Small Business Liability Relief & Brownfields Revitalization Act. 


Job Duties:
  • Negotiates contracts with non-responsible parties (NRP) for the assessment and remediation of properties/sites
  • Manages or supports the oversight of voluntary cleanup of NRP properties
  • Administers and oversees site-specific environmental assessments and/or cleanups at Brownfields properties
  • Supports the Small Business Liability Relief and Brownfields Revitalization Act (SBLR&BRA) requirements for SC’s Brownfields/VCP
  • Assists in the implementation of the VCP in South Carolina to include the review and oversight of work performed by EPA Grantees
  • Performs other duties as assigned






A master's degree in geology, hydrology, hydrogeology, or geological engineering; or a bachelor's degree in geology, hydrology, hydrogeology, or geological engineering and one year of related experience.

Additional Requirements:
  • Must have experience working with Microsoft Office applications 
  • Must be able to communicate effectively, both verbally and in writing, in a clear and concise manner
  • Must be able to provide excellent customer service
  • Must be able to review, and analyze technical documents and files regarding the assessment and cleanup of sites
  • Must be able to provide oversight of the assessment and cleanup of sites
  • Must have knowledge of or work experience with environmental sampling methodologies and preparing environmental investigation reports
  • Must be able to lift up to 50 pounds
  • Requires infrequent in-state travel
  • Must have a valid driver's license, 10-year driving record that complies with State and Agency Fleet guidelines, and the ability to drive a state vehicle

Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.

  • Knowledge of CERCLA
  • Knowledge of the Brownfields Revitalization Act
  • Experience with ePermitting
  • Experience preparing technical work scopes and providing oversight of technical work conducting environmental assessments
  • Geologist-in-Training Certification (GIT)
  • Professional Geologist License (PG)

This position is part of the South Carolina Department of Environmental Control’s Bureau of Land and Waste Management. The work performed supports DHEC’s mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Environmental Services created by Senate Bill 399 which provides for the creation of the Department of Environmental Services to assume the environmental-related functions of DHEC.
