This position will perform duties related to Classification, Compensation, Payroll and reporting functions in the Office of Human Resources
Classification & Compensation - Reviews and analyzes the classification and compensation actions for the agency. Provides accurate, consistent and timely interpretations regarding rules, regulations, policies and procedures related to the classification and pay. Consults with managers on organizational structures for divisions. Writes position descriptions to accurately reflect job functions. Conducts comprehensive salary analyses to ensure equity and competitiveness of positions within the agency. Ensures the agency’s position description database is up to date and that each employee has an accurate job description. Monitor the position description email and communicate position description status and updates. Provides detailed salary analysis and coordinate updates with the Division of State Human Resources (DSHR). Conducts Desk Audit and evaluate findings.
Transactions – Leads the accurate entry of classification and compensation actions in the South Carolina Enterprise Information Systems (SCEIS) from both an organizational and personnel action perspective. Ensures that every agency employee’s service dates are accurate including but not limited to state service, annual leave, agency service, job service and performance review dates. Completes new hire checklist and assist in maintaining of monthly movement log.
Audits - Review approved Personnel Actions entered in SCEIS for accuracy of all info types, reporting relationships and classification and internal title. Communicates the approval of Personnel Action Requests (PARs) with the department liaison and time administrator. Reviews the discrepancy report weekly and coordinate updates or changes to ensure accuracy.
Career Paths – Ensures all agency career paths are administered within the agency policies and procedures in an accurate and timely manner.
Administrative – Assist in providing time and leave reports for subpoenas and Office of Professional Responsibility (OPR) investigations in a timely manner. Update all relevant tracking logs. Create and send communications for time related information to the department. Serves as back up for creating department purchases, shopping carts and approve goods receipts.
Other Duties - Serves as back up for New Hire Orientation and provide assistance with the department modernization project and other duties assigned.
State Minimum Requirements: - A bachelor’s degree and relevant experience.
Agency Requirements - Qualified candidates must meet one of the listed requirements for education and experience.
- A bachelor’s degree and at least two years of related experience.
- A Master’s degree in human resources and one year of directly related experience.
An equivalent combination of education and experience may be acceptable upon approval
All degrees must be from an accredited institution of higher learning.
Understanding and working knowledge of the SC Human Resources Regulations, Fair Labor Standards Act, the state’s classification and compensation system, and the State’s SCEIS system.
Knowledge of modern office practices, procedures and equipment. Knowledge of the Microsoft Office Suite, and Intermediate to advanced Excel Spreadsheet skills.
Ability to gather, organize and analyze data. Ability to perform basic mathematical and statistical computations. Ability to interpret and apply financial procedures and regulations.
Ability to communicate effectively. Ability to establish and maintain good working relationships with staff member and the general public. Must have exceptional written and oral communication skills.
Ability to analyze customer needs and provided strategic advice to human resources managers, employees, and other executives in the agency. Ability to work in a fast paced environment. Must be able to handle a high volume of confidential data.
Work is performed under general supervision. Employee is expected to exercise judgement in applying and interpreting a variety of policies and procedures.
Prolonged periods at a computer terminal required. Must be able to perform mathematical functions. Must be able to lift 10-15 lbs. Must be able to work in a fast paced office environment.
