Reporting to the Procurement Director, the Procurement Specialist coordinates Winthrop’s routine service procurement functions; assists with the procurement of complex goods and services; and contributes to the department’s efforts to continually improve the efficiency and effectiveness of the university’s procurement processes.
- Reviews and processes purchase orders for supplies, services and equipment up to $25,000 in accordance with the governing procurement code.
- Serves as the department’s Bid Clerk.
- Serves as the Quarterly Reporting Coordinator.
- Provides end-user procurement training.
- Serves as the primary contact for vendor registration and vendor file management.
- Helps with the resolution of order discrepancies and vendor disputes.
- Assists with bid openings.
- Assists in processing solicitations.
- Performs expediting procedures as needed and actively assists faculty, staff and procurement officers when necessary or required.
- Works with individual responsible for vendor database within Banner Finance system.
- Ensures accuracy of vendor information, contacting vendor or appropriate faculty or staff as necessary.
- Coordinates and provides Banner Finance training to campus users.
- Assists vendors in becoming minority-certified with the state and continually seeks cost savings to maximize the purchasing value of funds.
High school diploma and four years of professional experience directly related to procurement. An equivalent combination of education and training may be considered.
Knowledge/understanding of procurement and property management and inventory control functions. Knowledge of the rules, regulations and provisions of the South Carolina Consolidated Procurement Code or the ability to quickly learn and apply them. Excellent organizational skills. Sufficient technical ability to perform job duties at a high level, including proficiency with Windows, Microsoft Excel, Banner, and Internet research. Ability to perform data entry in a timely manner and with minimal errors; provide exceptional customer service; communicate effectively verbally and in writing; and establish and maintain effective working relationships with faculty, staff, students, vendors and the general public.Bachelor’s degree.To apply go to
